Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive security services at Frontier Regional Hospital for a period of 36 months. The goal is to ensure a safe, secure environment for staff, patients, visitors, and hospital assets, including the protection of sensitive information and infrastructure.

Scope

The scope encompasses the provision of security personnel, management of access control, patrolling, incident response, and related security functions within the hospital premises. Specific deployment includes security at main entrances, wards, mortuaries, residences, and other critical areas, with detailed staffing requirements and operational procedures outlined in the specifications. The contract also covers the safekeeping and issuing of keys, management of security systems, and compliance with health and safety standards.

Technical Requirements

• Provision of adequately trained security personnel with PSIRA registration, capable of managing access points, patrolling, and emergency response.
• Implementation of electronic security measures, including CCTV, alarms, and access control systems, with procedures for monitoring and reporting faults.
• Deployment of security officers at designated posts such as main gates, wards, mortuaries, and residences, with specified numbers and grades.
• Establishment of a 24/7 control room for surveillance, communication, and incident management.
• Adherence to health, safety, and occupational safety legislation, including insurance and liability requirements.
• Development of operational procedures, including incident reporting, key management, and emergency response protocols.
• Compliance with the Department of Health’s security policies, including confidentiality, security clearance, and staff conduct.

Skills Requirements

• Qualified security officers with PSIRA registration and training in security operations, emergency response, and legal aspects of security.
• Supervisory staff with leadership skills, experience in security management, and ability to coordinate patrols, incident handling, and reporting.
• Technical skills in operating and maintaining CCTV, alarm systems, access control, and communication equipment.
• Knowledge of health and safety regulations, occupational health protocols, and emergency procedures.
• Ability to develop and implement security procedures, conduct risk assessments, and liaise with external agencies such as police and emergency services.
• Good communication, interpersonal, and customer service skills to interact courteously with hospital staff, patients, and visitors.
