Objectives

The primary objective of this tender is to appoint a service provider responsible for the supply, delivery, and offloading of construction materials necessary for the construction and upgrading of Shayamoya and Horseshoe internal roads in Kokstad. The project aims to enhance service delivery by providing quality materials to upgrade existing roads, addressing infrastructure backlog, and supporting socio-economic development through labor-intensive construction methods.

Scope

The scope encompasses the procurement and delivery of various construction materials, including gravel, sand, cement, kerbs, aggregate stones, and interlocking paving bricks, as specified in the tender documents. The service provider must supply, deliver, and offload these materials as and when requested, ensuring timely completion within 14 days of each request. The scope also includes compliance with technical specifications, quality standards, and relevant regulations for all materials supplied for the construction of the roads in Kokstad.

Technical Requirements

• Supply of G5 gravel material, coarse sand, ready-mix concrete blend, and other granular materials with particle sizes less than 53mm and 4.75mm respectively.
• Provision of quality kerbs adhering to SANS 927 specifications, free from cracks, twists, and dents.
• Supply of cement (32.5N or 42.5N) meeting standard construction specifications.
• Supply of 19mm durable, graded concrete stones with voids not exceeding 42%.
• Supply of 80mm grey interlocking paving bricks with a minimum strength of 25 MPa.
• All products must be SANS approved.
• Materials must conform to project specifications and relevant standards, with invoices submitted to the Infrastructure and Technical Services Department.
• Deliveries must be within specified lead times, and any non-conforming materials will be rejected at the supplier’s cost.

Skills and Competency Requirements

• Proven experience in supply and delivery of construction materials for road construction projects, with documented references and signed appointment letters.
• Demonstrated capability to supply materials of specified quality standards, including adherence to SANS specifications.
• Compliance with CIDB grading requirements relevant to the project (e.g., minimum grading of 6CE for a project requiring CIDB 7CE).
• Ability to provide proof of municipal rates and taxes clearance, tax compliance, and registration on the Central Suppliers Database (CSD).
• Capacity to deliver within the stipulated timeframes and manage logistics efficiently.
• Qualified personnel with knowledge of procurement standards, quality assurance, and safety regulations related to construction materials.
• Ability to provide necessary documentation, including B-BBEE verification certificates, preference points claim forms, and declarations of interest and past SCM practices.
