Objectives

The primary objectives of this tender are to appoint qualified service providers to deliver specialized training programs across multiple categories, including Category A Brown, Traction Linesman Phase 3, Electrical Power System (EPS), Electrical Traction System (ETS), and Examination Officer Trainings. The aim is to enhance the technical skills, safety awareness, and operational competence of PRASA KZN staff in electrical and traction systems, ensuring they are equipped to perform their duties safely and effectively within specified timeframes.

Scope

The scope encompasses the provision of training services for the following categories:

• Category A Brown (Electrical Power System, EPS, Electrical Traction System, ETS, and Examination Officer Training)
• Traction Linesman Phase 3
• Electrical Power Systems (EPS)
• Electrical Traction Systems (ETS)
• Examination Officer Training

Training will be conducted at designated venues such as Transnet School of Rail, Durban Station, and PRASA offices, with durations ranging from 3 days to 88 days depending on the module. The services include theoretical instruction, practical sessions, assessments, and on-the-job training, with all providers required to be TETA accredited.

Technical Requirements

The technical requirements for the tender include:

• Provision of accredited training programs aligned with TETA standards.
• Submission of detailed training plans, including Gantt charts or point-form schedules indicating course content, duration, and start/end dates.
• Demonstration of previous experience with recent, traceable references for similar training programs.
• Provision of proof of accreditation (TETA accreditation certificates).
• Control of work, quality assurance, and safety compliance in accordance with Occupational Health and Safety Act.
• Responsibility for travel and accommodation costs of facilitators, incorporated into the Bill of Quantities.
• Adherence to specified durations for each training module, with penalties for delays.

Skills Requirements

The skills and qualifications required from bidders include:

• Must be TETA accredited for relevant training categories.
• Experience in delivering electrical, traction, and examination officer training with traceable references.
• Ability to develop and present comprehensive training programs, including theoretical and practical components.
• Proven capability to manage quality control, safety standards, and on-site practical assessments.
• Competence in preparing training materials, schedules, and assessment tools.
• Knowledge of Occupational Health and Safety Act and compliance requirements.
• Capacity to coordinate logistics such as travel and accommodation for facilitators.
