Objectives

The primary objective of this tender is to appoint a qualified service provider to develop a comprehensive five-year Human Resources (HR) Strategy for the Cross-Border Road Transport Agency (C-BRTA). The HR Strategy aims to align the Agency’s human capital with its strategic priorities, support the implementation of its new organizational strategy, and ensure the Agency’s workforce is capable, adaptable, and future-ready.

Scope

The scope of the project includes:

• Developing a five-year HR Strategy aligned with C-BRTA’s strategic priorities and operational requirements.
• Conducting situational analysis and environmental scans.
• Identifying key HR focus areas such as policy, capacity, systems, and workforce composition.
• Reviewing relevant legislative and policy developments affecting HR practices.
• Creating a practical, forward-looking HR Strategy document with monitoring mechanisms.
• Engaging stakeholders through workshops and validation sessions.
• Delivering detailed reports including inception, diagnostic, draft, stakeholder validation, and final HR Strategy documents within a 3 to 6-month timeframe.

Technical Requirements

The technical requirements for the tender include:

• Provision of an inception report outlining project plan, methodology, stakeholder engagement strategy, and timelines.
• Completion of a diagnostic report with situational analysis and environmental scan.
• Development of a draft HR Strategy with strategic objectives, implementation framework, and alignment with organizational goals.
• Presentation of the draft strategy for stakeholder input and feedback.
• Incorporation of stakeholder feedback into the final HR Strategy document.
• Facilitation of validation workshops, including Strategy Map (Balanced Scorecard) validation.
• Adherence to the project timeline of 3 to 6 months for full completion.

Skills Requirements

The successful bidder must demonstrate:

• Experience in developing HR strategies and organizational design, supported by reference letters (minimum of 3).
• Relevant experience in HR policy, capacity building, systems, and workforce planning.
• Proven ability to conduct environmental scans and situational analyses.
• Qualified personnel with appropriate academic qualifications (e.g., Degree or Diploma in HR, Industrial Psychology, or related fields).
• Team members with substantial experience (preferably 7+ years) in HR strategy development and organizational development.
• Curriculum Vitae (CVs) of team members responsible for executing the project.
• Capability to produce comprehensive reports, facilitate stakeholder engagement, and deliver on project milestones within the stipulated timeframe.
