Objectives

The primary objective of this tender is to appoint service providers for the supply and delivery of cleaning chemicals, materials, and equipment as and when required by the Mpumalanga Department of Health. The chemicals are intended to disinfect and clean hospital facilities, ensuring a safe and hygienic environment that complies with all relevant South African legislation and standards. The vendors must supply products of good quality, capable of meeting specified quantities and specifications throughout the three-year contract period.

Scope

The scope of work includes:

• Supply and delivery of cleaning chemicals, materials, and equipment as required by the Department of Health.
• Adherence to specifications concerning chemical composition, container requirements, labelling, and user instructions.
• Handling spillages during delivery according to legal and health and safety requirements.
• Provision of training, technical assistance, and support related to the operation of dosing systems and cleaning procedures.
• Supply of specific chemicals for mortuaries, food service units, and general cleaning, ensuring compliance with safety and quality standards.
• Proper labelling, packaging, and marking of all products, including safety data sheets and expiry dates.
• Compliance with environmental, health, and safety regulations, including the management of hazardous substances and restricted substances.

Technical Requirements

The technical requirements include:

• Products must comply with South African standards such as SABS 296:1993, SABS 1828:2000, SANS 9001:2008, and others relevant to chemical safety, packaging, and transport.
• All products must be manufactured in South Africa unless proven impossible to source locally.
• Sodium hypochlorite solutions must meet specified concentrations (e.g., 15% for industrial use, 3.5% for domestic use) and be free from suspended matter.
• All chemicals must be accompanied by Material Safety Data Sheets (MSDS) and Certificates of Analysis (CoA).
• Packaging must be robust, properly labelled, and include safety warnings, batch numbers, expiry dates, and usage instructions.
• Chemicals must be non-volatile, stable for at least 3 months, fragrance-free, and free of dyes that may irritate skin.
• Handling spillages, storage, and transportation must adhere to legal and safety standards.
• Samples may be tested for compliance with standards such as SANS 1044:2012 and SABS 296:1993.

Skills and Competency Requirements

The bidder must demonstrate:

• Experience in the supply and delivery of cleaning chemicals and related products, supported by traceable references, appointment letters, or purchase orders.
• Capacity to supply the required quantities reliably throughout the contract period.
• Availability of appropriate vehicles for transportation, with certified vehicle registration documents or lease agreements.
• Provision of technical training and support to end-users on the operation of dosing systems and chemical handling.
• Knowledge of health, safety, and environmental management systems, including compliance with relevant legislation such as the Occupational Health and Safety Act and environmental regulations.
• Ability to manage spillages, waste disposal, and emergency response procedures in line with legal requirements.
• Capability to produce and supply products that meet all applicable standards and safety requirements, including the provision of MSDS and Certificates of Analysis.
• Understanding of restricted substances and banned chemicals in South Africa, ensuring no prohibited substances are supplied.
