The primary objective of this tender is to appoint qualified service providers to assist and support the Provincial Treasury (PT) in the sustainable implementation of the Infrastructure Delivery Management System (IDMS).     • Department of Health (DOH)
    • Department of Human Settlement (DHS)
    • Department of Public Works, Roads and Transport (DPWRT)
    • Department of Social Development (DSD)
  • Determining unit cost norms per district municipality and comparing costs between the public and private sectors, as well as across other provinces.
  • Developing a mathematical/scientific cost model to inform future infrastructure planning and budgeting, ensuring minimal input parameters and compatibility with existing tools.
  • Providing deliverables such as detailed work plans, cashflow projections, progress reports, and skills transfer through mentoring.

Technical Requirements

The technical requirements for the service providers include:

  • Proven track record in programme and project management, preferably with PMP certification.
  • Experience in development management and understanding of South African public sector infrastructure legislation and processes.
  • Knowledge of the construction industry, CIDB initiatives, and relevant legislation.
  • Ability to manage multidisciplinary teams and familiarity with Results-Based Management systems.
  • Expertise in change management and systems approach to development initiatives.
  • Development of a cost model compatible with existing ICT tools used by PT.
  • Capacity to produce quality reports, facilitate knowledge sharing, and transfer skills to PT personnel.

Skills Requirements

The service providers must demonstrate:

  • Professional team members with tertiary qualifications in Civil Engineering, Architecture, Quantity Surveying, or related build environment disciplines, accredited by SAQA if obtained outside South Africa.
  • Experience in programme and project management, with a minimum of 5 years in project management roles.
  • Technical expertise in infrastructure costing, development management, and legislative frameworks.
  • Proficiency in managing multi-disciplinary and multicultural teams.
  • Knowledge of Results-Based Management, change management, and systems thinking.
  • Ability to facilitate knowledge transfer and capacity building within PT.
  • Strong communication, facilitation, and stakeholder relationship skills.
