Objectives

The primary objective of this tender is to appoint a service provider to conduct a one-time skills audit for 72 employees of USAASA, ranging from unskilled to executive levels. The audit aims to identify current skills, assess gaps against role requirements, and establish a framework for developing a comprehensive skills database aligned with organizational and national standards.

Scope

The scope includes:

• Conducting a holistic skills audit for 72 employees across various organizational levels.
• Creating a database of existing skills and competencies for each role/post.
• Identifying skills gaps for individual employees relative to their roles.
• Interviewing employees to determine their skills using interactive tools and methods.
• Developing an institutional framework for a skills database, including formal qualifications, soft skills (e.g., communication, analytical thinking), and computer skills (e.g., Excel, Microsoft Office).

Technical Requirements

The service provider must:

• Have a minimum of an NQF 7 qualification in human resources with specialization in organizational design.
• Possess extensive experience in conducting similar skills audits and projects.
• Provide a database system that captures skills, competencies, formal qualifications, and skills gaps for organizational roles.
• Use interactive tools and methods for skills assessment and competency determination.
• Deliver comprehensive reports and frameworks for ongoing skills development and management.

Skills Requirements

The bidder must demonstrate:

• Experience in skills development audits and organizational design.
• Capability to develop and manage skills databases and competency frameworks.
• Proficiency in conducting interviews and using interactive assessment tools.
• Qualified personnel, including a team leader with at least 10 years of experience in skills audits.
• Ability to provide references and evidence of similar successful projects.
