Objectives

The primary objective of the tender is to appoint a service provider to conduct a Data Quality Audit (DQA) on learner enrollment data in 250 schools (public and independent) within a four-month period. The service provider must assess the current state of data quality, verify the existence and enrollment of learners, and provide actionable recommendations to improve data collection and management processes. Additionally, the audit aims to propose sustainable strategies to maintain high data quality and optimize EMIS operations over time.

Scope

The scope of work includes:

• Auditing a specified list of schools, including public ordinary, public special, independent, and independent special schools, totaling 250 schools based on provided criteria.
• Assessing the current data quality, including verification of learner existence, enrollment, and data processing procedures.
• Evaluating the usage, completeness, and quality of modules in the SA-SAMS system.
• Reviewing the entire data collection cycle, roles of officials at various levels, and implementation of EMIS policies.
• Developing an audit instrument, capturing data, analyzing findings, and generating comprehensive reports with recommendations.
• Ensuring confidentiality and compliance with relevant data protection laws (POPIA).

Technical Requirements

The technical requirements include:

• Development and ratification of an audit instrument based on approved methodology.
• Conducting physical verification of learners and data consistency checks against SA-SAMS records.
• Capturing, recording, and analyzing data findings using compatible tools and systems.
• Producing a detailed final audit report with actionable recommendations and a provincial summary.
• Presenting findings to the Department and submitting all documentation upon completion.
• Adherence to the project timeline of four months from appointment.
• Compliance with the Protection of Personal Information Act (POPIA) and confidentiality protocols.

Skills Requirements

The successful bidder must demonstrate:

• Qualified personnel with relevant expertise in data quality audits, information systems, statistics, or auditing (evidence of qualifications required).
• Proven track record in conducting data quality audits or related projects, supported by contactable references.
• Experience in developing audit tools, conducting field verification, and analyzing large datasets.
• Capability to produce comprehensive reports and present findings effectively.
• Knowledge of EMIS systems, specifically SA-SAMS, and data management best practices.
• Ability to work within tight deadlines and ensure confidentiality and data security throughout the project.
