Objectives

The primary objective of this tender is to appoint service providers to perform social facilitation services for 22 Household Routine Road Maintenance Projects across various local municipalities in Limpopo. The aim is to facilitate stakeholder engagement, community participation, and support the implementation of infrastructure projects that improve livelihoods and create employment opportunities in rural communities.

Scope

The scope of work includes:

• Provision of social facilitation services across 22 local municipalities for a period of 6 months.
• Activities encompass stakeholder identification and consultation, establishment of Project Steering Committees (PSC), awareness creation, recruitment and induction of participants, training, site monitoring, and project completion activities.
• Each municipality will have one social facilitator, with the possibility of more than one award per district if justified.
• Services also include facilitating community engagement, managing beneficiary registers, coordinating training sessions, monitoring project progress, and preparing reports at various project phases.

Technical Requirements

The technical requirements specify that service providers must:

• Have experience in social consultancy within infrastructure projects, particularly in community development and stakeholder management.
• Provide evidence of previous relevant projects, including contactable references, appointment letters, and certificates.
• Demonstrate capacity to carry out stakeholder engagement, awareness campaigns, participant recruitment, training, site monitoring, and project evaluation.
• Be able to develop and implement a detailed work plan covering planning, implementation, and closure phases.
• Submit a comprehensive budget inclusive of all costs, disbursements, and VAT.
• Adhere to legislative frameworks such as the Basic Conditions of Employment Act and relevant procurement regulations.

• Experience in social development, community mobilization, and participatory processes.
• Excellent report writing, communication, and coordination abilities.
• Capacity to manage multiple activities across different localities simultaneously.
• Knowledge of local socio-economic conditions and cultural contexts within Limpopo.
• Ability to facilitate training sessions and monitor project activities effectively.
