Objectives

The primary objective of this tender is to appoint a competent service provider or property owner to acquire and provide office accommodation of approximately 589.40 m² along with 17 parking bays within Verulam CBD for the South African Social Security Agency (SASSA) Verulam Local Office. The arrangement aims to secure suitable, compliant, and accessible office space for a period of five years, supporting SASSA’s mandate to deliver social security services efficiently.

Scope

The scope includes:

• Provision of office accommodation on ground floor measuring approximately 589.40 m², designed to meet SASSA’s operational needs.
• Provision of 17 parking bays, including lockable garages, covered bays, and open parking, with specific allocations for persons with disabilities.
• Refurbishment and fit-out of the office space to meet SASSA’s interior layout and occupational health and safety standards, including compliance with SANS 10400 and Occupational Health and Safety Act.
• Provision of necessary infrastructure such as backup power and water systems, security, and access control.
• Adherence to approved floor plans, layout models, and interior guidelines.
• Lease or purchase arrangements, including property ownership proof, insurance, and compliance with local regulations.

Technical Requirements

The technical scope encompasses:

• Office space must be accessible, compliant with disability access standards, and located within Verulam CBD.
• Provision of secure, energy-efficient electrical and mechanical systems, including air conditioning, lighting, and backup power/water systems.
• Installation of fire detection, suppression systems, and emergency exits in accordance with National Fire Regulations.
• Provision of secure entry points, signage, and branding aligned with SASSA’s corporate identity guidelines.
• Construction and refurbishment work must meet all relevant building codes, standards, and occupational health and safety requirements.
• Office layout must conform to SASSA’s approved interior model, with plans submitted for approval prior to occupation.

Skills and Qualification Requirements

The successful service provider or property owner must demonstrate:

• Proven experience in providing or managing office accommodation for government or similar entities.
• Capability to refurbish and adapt premises within a four-month timeframe, including project management and compliance with building standards.
• Technical expertise in electrical, mechanical, fire safety, and security systems installation and maintenance.
• Ability to provide comprehensive property management, including maintenance, security, and compliance monitoring.
• Legal and financial capacity to provide proof of property ownership, valid insurance, and compliance with tax and regulatory requirements.
• Knowledge of local property regulations, building codes, and occupational health and safety legislation.
• Capacity to deliver firm prices, meet delivery timelines, and provide ongoing support during the lease period.
