Objectives

The primary objective of this tender is to appoint a service provider to undertake project management services and investigate the institutional arrangements necessary for establishing a Project Management Office (PMO). The PMO will support KwaZulu-Natal CoGTA in coordinating, preparing, packaging, monitoring, and accelerating the implementation of the Eastern Seaboard Development (ESD) Programme within KwaZulu-Natal. Specific aims include unblocking barriers to feasibility, land access, regulatory readiness, project ownership, funding, and implementation, as well as supporting the identification, packaging, and advancement of regional projects and investment opportunities.

Scope

The scope of work involves establishing and operating a multidisciplinary team to provide technical, coordination, project preparation, investment-readiness, and implementation support services for the KwaZulu-Natal component of the ESD Programme. Key activities include:

• Diagnostic assessment of existing ESD project pipeline and readiness.
• Supporting unblocking, refinement, packaging, and advancement of additional regional priority projects.
• Engaging with stakeholders, including municipalities, traditional authorities, private sector, and development finance institutions.
• Developing project prospectuses, investment memoranda, and transaction plans.
• Conducting investor engagement, market sounding, and facilitating cross-provincial collaboration.
• Supporting institutional arrangements, transition planning, and capacity building for sustainable project pipeline management.

Technical Requirements

The technical requirements include:

• Establishment of a Project Management Team with qualified professionals, including a Project Manager, Investment/Transaction Specialist, Social Facilitator, and Project Officer.
• Provision of technical support in project diagnostics, feasibility assessments, land access facilitation, stakeholder engagement, and investment readiness.
• Development of diagnostic reports, project pipelines, investment prospectuses, training manuals, and institutional arrangements.
• Support for investor engagement, market sounding, and project marketing activities.
• Implementation of governance, reporting, and transition support to ensure sustainability of the project pipeline.
• Adherence to project milestones, reporting schedules, and governance structures, including the establishment of a Project Steering Committee (PSC).

Skills Requirements

The tender requires the following minimum skills and qualifications:

• Project Manager: Proven experience in managing multidisciplinary teams, project coordination, and regional development projects (minimum 10 years).
• Investment/Transaction Specialist: Expertise in project finance, investment facilitation, and development proposals, with at least 10 years’ experience and relevant professional registration (e.g., SACQSP, EAPASA, SACNASP).
• Social Facilitator / Stakeholder Engagement Specialist: Experience in social facilitation, stakeholder engagement, conflict resolution, and community development, with at least 10 years’ experience.
• Project Officer / Data Capturer / PMO Administrator: Minimum 5 years’ experience in project administration, data management, and support functions.
• Additional Technical Support Resources: Skills in land legal registration, GIS (e.g., SACQSP registration), engineering, planning, monitoring and evaluation, governance, and other relevant fields.
• All team members must demonstrate appropriate qualifications, experience, and capacity to deliver the required services within the project timeframe.

Furthermore, the service provider must provide a schedule of proposed resources, including qualifications, experience, and billing rates, ensuring all resources meet minimum competency requirements and are deployed as needed.
