Objectives

The primary objective of this tender is to appoint service provider(s) to supply motorized water tanker services on an as-and-when-required basis within various municipalities in KwaZulu-Natal Province. The immediate goal is to provide emergency water supply solutions to communities facing water shortages, infrastructure challenges, and protests, ensuring access to potable water while permanent infrastructure projects are underway. The project aims to support local government efforts in service delivery, socio-economic development, and community well-being by ensuring continuous water supply during the contract period.

Scope

The scope of work includes:

• Provision of mobile water tanker services across multiple municipalities in KwaZulu-Natal, on an as-needed basis from award until 30 November 2027.
• Delivering water to rural and urban communities, often accessible via un-surfaced gravel roads and in challenging site conditions.
• Supplying water from designated base stations to specified delivery points, adhering to scheduled rosters and ad hoc requests.
• Maintaining mobile tankers that are no older than 5 years, hygienic, roadworthy, and equipped with GPS tracking.
• Ensuring water tankers are disinfected periodically, and meet safety, hygiene, and operational standards.
• Providing necessary equipment, personnel, and backup resources to ensure continuous service delivery.
• Monitoring operational performance and adhering to penalties for non-compliance or operational failures.

Technical Requirements

The technical specifications for service providers include:

• Provision of well-maintained, roadworthy water tankers with a capacity of 15,000L or 18,000L, not older than 5 years, with valid registration and roadworthiness certificates.
• Installation of satellite tracking systems (e.g., Skytrax or equivalent) in all vehicles, with full access granted to clients for monitoring.
• Tankers must be hygienic, suitable for potable water, and capable of being disinfected bi-monthly with proof of disinfection.
• Provision of appropriate piping, pumps, ladders, and other equipment to fill tanks up to 6 meters above ground level.
• Vehicles must have valid public liability insurance (minimum R2 million).
• Tankers must comply with SANS 1217 standards and be free of rust, leaks, or structural damage.
• Service providers must maintain backup resources to prevent service delays in case of mechanical failure.
• Adherence to operational monitoring, reporting, and penalty protocols for breakdowns, late arrivals, or operational non-compliance.

Skills Requirements

The skills and qualifications required from service provider personnel include:

• Project Manager with minimum NQF Level 6 qualification and relevant experience, supported by a CV.
• Qualified drivers and conductors with valid driver’s licenses, PDP, and relevant CVs.
• At least one SHE (Safety, Health, Environment) certificate or First Aid certificate for drivers/conductors.
• Experience and references from at least two similar projects completed within the last five years, supported by client reference letters.
• Proof of vehicle roadworthiness, registration, and GPS tracking installation.
• Public liability and commercial insurance certificates.
• Disinfection certificates for each tanker, not older than three months, with proof from registered cleaning providers.
• Capacity to respond promptly to requests, maintain hygiene standards, and operate under operational monitoring protocols.
