Objectives

The primary objective of this tender is to appoint qualified service providers capable of delivering comprehensive physical security services, including armed guarding, unarmed guarding, and tactical response, to safeguard SARS personnel, assets, and premises across various regions. The providers must identify and mitigate security risks through trained personnel, effective response plans, and adherence to industry standards.

Scope

The scope encompasses the provision of 24/7 security services at SARS offices and facilities in four designated regions: Gauteng South, Gauteng North, Region B, Region C, and Region D. Services include deployment of security officers (armed and unarmed), tactical response teams, and vehicles, along with related equipment and reporting requirements. The contract duration is five years, with flexibility for SARS to modify sites, personnel, and equipment as operational needs evolve. Additional ad-hoc security requests may also be made on an as-needed basis.

Technical Requirements

• Provision of trained security officers compliant with PSIRA registration and security vetting procedures.
• Deployment of security personnel in accordance with detailed service delivery methodologies, including response to emergencies, incident recording, investigation, and reporting.
• Implementation of risk assessment processes, including site evaluations, crime statistics analysis, and reporting with sample documents.
• Procedures for acquiring, issuing, and re-issuing uniforms, training, disciplinary processes, management structures, escalation protocols, and control room capabilities (supported by photos).
• Adherence to health, safety, and confidentiality standards, including compliance with relevant legislation and SARS policies.
• Provision of necessary equipment such as radios, patrol devices, firearms licenses, vehicles, and tactical response units, with detailed lists per region.
• Regular site visits, meetings, and reporting on performance, incidents, and compliance with Service Level Agreements (SLAs).
• Implementation of security incident and emergency reporting protocols, including response times and documentation.

Skills Requirements

• Proven experience in security services, with at least three reference letters demonstrating successful delivery of similar guarding and tactical services in the past three years.
• Capability to deploy sufficient security officers, including armed and tactical response personnel, with PSIRA registration and valid firearm licenses.
• Technical expertise in risk assessment, incident management, and emergency response planning.
• Strong management and supervisory skills, including the ability to develop and support a structured security team, manage site visits, and oversee operational compliance.
• Knowledge of relevant South African security legislation, health and safety standards, and confidentiality protocols.
• Ability to provide detailed reports, conduct investigations, and maintain effective communication with SARS officials.
• Competence in equipment management, vehicle operation, and tactical response planning.
