Objectives

The primary objective of this tender is to appoint qualified service providers for the supply, delivery, and off-loading of Personal Protective Equipment (PPE), workwear, and related safety items for the Community Services Parks and Cemeteries Division. The contract aims to ensure the provision of safety items on an as-and-when required basis from the date of award until 30 June 2029, supporting operational safety and compliance with relevant standards.

Scope

The scope encompasses the procurement of PPE, workwear, safety items, and related accessories categorized into protective clothing, foot protection, secondary PPE, headgear, fall protection, eye protection, hearing protection, respiratory protection, hand protection, and other safety gear. The contract covers multiple categories with specific items detailed in the specifications, including various types of garments, footwear, helmets, gloves, masks, and accessories, all to meet specified standards and standards compliance.

The supply is limited to goods that are new, conform to technical specifications, and are supplied on an as-and-when required basis through official purchase orders. The contract also includes provisions for branding, quality control, delivery, and logistics, with a maximum delivery period of 6 weeks per item.

Technical Requirements

• All PPE and workwear must comply with applicable South African National Standards (SANS), EN standards, or equivalent, and meet the technical specifications outlined in the bid documents.
• Items must be of the best description, free from defects, and of recent design or improvements.
• Goods shall be properly packaged, labeled, and delivered to designated locations in accordance with the contract requirements.
• Samples may be requested for quality verification prior to delivery, and non-compliance may result in rejection.
• Branding must adhere to the City of Ekurhuleni's corporate identity, with specified logo placement, size, and embroidery standards.
• All PPE must meet occupational health and safety standards, including impact resistance, chemical resistance, flame retardancy, and other relevant safety features.
• Delivery and logistics must align with specified timeframes, and goods must be accompanied by proper documentation.
• Inspections, tests, and analyses may be conducted to verify compliance, with costs borne by the supplier if non-compliance is found.

Skills and Skills Requirements

• Proven experience in supplying and delivering PPE, workwear, and safety equipment, supported by relevant references and previous project documentation.
• Demonstrated technical capacity to meet the specifications and standards outlined in the bid documents.
• Financial capacity to execute the contract, including proof of access to credit or funding of at least R250,000.
• Qualified personnel for logistics, delivery, and quality assurance, including drivers, technical staff, and safety officers.
• Compliance with occupational health and safety legislation, including proper training and certifications for staff handling PPE and safety gear.
• Ability to provide samples, documentation, and proof of compliance with local content and B-BBEE requirements.
• Capacity to manage logistics, branding, quality control, and timely delivery in accordance with contract specifications.
