Objectives

The primary objectives of this tender are to appoint service providers for various unique training interventions aimed at enhancing skills and compliance across different sectors. The training programs are designed to improve organizational governance, communication, technical skills, compliance, and professional development. Additionally, the training seeks to facilitate better cross-border road transport operations, promote ethical practices, and strengthen leadership and management capabilities within the public sector and related industries.

Scope

The scope includes the provision of diverse training interventions, both online and in-person, covering areas such as:

• Language and communication skills (e.g., Spanish conversational skills)
• Governance, drafting, and resolution management
• Business document accuracy and quality (Copy Editing & Proofreading)
• Reputation management, branding, and digital marketing
• Business management principles
• Media and marketing graphics (Motion Graphics)
• 3D design, animation, and modelling (including Autodesk Maya)
• Compliance and ethics (PRECCA Training)
• Corporate governance (Certified Director Program)
• Policy development, financial management, HR legislation, and performance evaluation
• Business continuity, risk management, and SARS eFiling platform training
• Cross-border transport licensing and regulation compliance

The training will be delivered to specified employees, with certification issued upon completion, and may include assessments, online modules, and practical courses.

Technical Requirements

• Provision of accredited training programs, either online or in-person, with certification of attendance and competence.
• Training content must align with specified accreditation standards and include formal assessments where applicable.
• Service providers must deliver comprehensive quotations covering all costs, including trainers, materials, assessments, and certificates.
• All training interventions should be supported by relevant proof of accreditation or certification.
• Training delivery may be virtual or physical, depending on the program, with online options available for applicable courses.
• Service providers must comply with the RFQ submission guidelines, including submission of required documentation such as CSD reports, tax compliance certificates, and preference claim forms.

Skills Requirements

• Experience in delivering accredited training programs across diverse disciplines such as governance, communication, technical design, and compliance.
• Ability to develop and facilitate online and face-to-face training sessions with certification issuance.
• Proficiency in creating engaging multimedia content, including motion graphics and 3D animations.
• Knowledge of regulatory frameworks such as the Cross-Border Road Transport Act, PRECCA, and SARS compliance procedures.
• Capability to assess learners and issue formal certificates of competence or attendance.
• Strong administrative skills to prepare detailed quotations, complete bid documentation, and adhere to procurement policies.
• Understanding of the Preferential Procurement Regulations and experience in claiming preference points based on BBBEE and ownership status.
