Objectives

The primary objective of this tender is to appoint qualified service providers to lease office accommodation in Bloemfontein for the NRCS Regional Offices. The selected building must meet specific technical and functional requirements to support the NRCS’s mandate of promoting public health, safety, environmental protection, and fair trade through effective office operations.

Scope

The scope includes:

• Leasing a B-grade office building in Bloemfontein with a minimum of 350 m² floor space.
• The building must accommodate approximately 10 employees, with designated reception, boardroom, storage, and parking facilities.
• The lease term is for 9 years and 11 months.
• The building should be accessible, secure, and located within a 20 km radius of the CBD, preferably near major public transport routes.
• The landlord is responsible for fitting out the office according to NRCS requirements, including tenant installation allowances.
• The building must comply with relevant safety, security, accessibility, and environmental standards.

Technical Requirements

The technical specifications for the building include:

• Location within 20 km of Bloemfontein CBD, easily accessible from main roads and public transport.
• Grade B or higher office accommodation with at least 350 m² floor space.
• Facilities such as a reception area, manager’s office (25 m²), open-plan employee workspace, boardroom, filing room, and lockable storage (50 m²).
• Parking for at least 10 vehicles, including shaded and disabled parking bays, with secure on-site parking.
• Security infrastructure including fencing, access control, and security guards.
• Building must be fully serviced and maintained by the landlord, with clear turnaround times for repairs and maintenance.
• Compliance with electrical, lighting, ventilation, air conditioning, fire detection, and prevention standards.
• Provision for IT and telecommunication cabling, with adequate power points and UPS capacity (7.5 kVA silent UPS).
• Dedicated server room with fire-resistant storage and air conditioning.
• Facilities for staff ablutions, including water, hand-wash basins, and mirrors.

Skills and Skills Requirements

The bidder must demonstrate:

• Experience in managing or owning commercial properties suitable for leasing to government entities.
• Ability to provide detailed layout drawings, photos, and proof of building readiness for occupation by December 2026.
• Capability to meet all technical and functional specifications, including security, accessibility, and maintenance standards.
• Provision of a comprehensive maintenance plan, including turnaround times for repairs and operational upkeep.
• Compliance with legal and safety regulations, including electrical safety certificates and occupancy permits.
• Capacity to deliver secure, accessible, and fully serviced office space within the specified timeframe and budget.
