Objectives

The primary objective of this tender is to appoint qualified service providers to render comprehensive security services across nine (9) designated areas of LEDA for a period of thirty-six (36) months. The aim is to ensure the safety, security, and protection of LEDA premises, assets, personnel, and visitors through trained and competent security personnel, adherence to legal and regulatory requirements, and effective security management.

Scope

The scope encompasses the provision of security services at various LEDA offices and premises within nine specified areas, including patrolling, access control, asset and personnel protection, crime prevention, and escort services where necessary. The contract includes deployment of security personnel, provision of security equipment, adherence to SOPs, and compliance with relevant legislation such as the Private Security Industry Regulation Act, Firearms Control Act, and Occupational Health and Safety Act. Specific sites include offices, training centers, industrial areas, shopping centers, and other designated facilities within the regions of Lebowakgomo, Polokwane, Seshego, Thohoyandou, Mopani, Giyani, Training Centres, and Mkhuhlu.

Technical Requirements

• Deployment of trained security personnel with valid PSIRA registration and appropriate security grades.
• Provision of security equipment such as torches, batons, handcuffs, communication devices, metal detectors, tracking systems, and firearms safety deposit units.
• Implementation of SOPs for patrols, access control, asset protection, and incident reporting, with the ability to amend SOPs as required.
• Establishment of a 24-hour security control room, equipped and operational before service commencement.
• Compliance with legal acts including the Control of Access to Public Premises and Vehicles Act, Criminal Procedure Act, Firearms Control Act, Private Security Industry Regulation Act, and Occupational Health and Safety Act.
• Provision of uniforms, registers, and tools of trade at the service provider’s expense.
• Adherence to operational protocols such as visitor verification, vehicle checks, hourly patrols, incident documentation, and asset safeguarding.
• Provision of armed security officers where specified, with proof of firearm licenses and competency certificates.

Skills Requirements

• Qualified security personnel with valid PSIRA registration (Grade C or higher as specified).
• Personnel with firearm competency certificates and valid firearm licenses for armed security roles.
• Ability to operate security equipment including communication devices, tracking systems, and metal detectors.
• Knowledge of relevant legislation and security SOPs.
• Capacity to conduct patrols, access control, incident reporting, and emergency response.
• Effective communication, reporting, and coordination skills.
• Organizational and management skills to oversee security operations and personnel deployment.
• Commitment to compliance with health, safety, and legal standards.
