Objectives

The primary objective of this tender is to appoint service providers capable of supplying and delivering fuel products (petrol and diesel) to Safcol over a period of three years. The goal is to ensure consistent, rateable supplies to all Safcol plantations, supporting their operational needs and logistics flow.

Scope

The scope includes the supply and delivery of petrol and diesel fuel to Safcol's plantations across various regions, with estimated annual volumes of approximately 2,677,039 liters of diesel and 368,084 liters of petrol. Orders will be placed on an "as and when required" basis, without guaranteed fixed quantities. The service providers must ensure timely delivery within specified regions, adhering to quality standards, safety, and regulatory requirements.

Technical Requirements

• Fuel quality must comply with South African National Standards: SANS342 for diesel and SANS1598 for unleaded petrol.
• Fuel additives and quality assurance processes must be elaborated by bidders.
• Delivery must be within a 400 km radius of each plantation, with specified lead times (within 36 hours for regular and emergency orders).
• Service providers must have appropriate licensing, including a Wholesale/Manufacturing license issued by the Department of Minerals and Energy.
• Provision of backup plans for supply failure or fuel shedding.
• Compliance with environmental management and spill response procedures.
• Delivery and logistical arrangements must meet safety and environmental standards.
• Bidder must demonstrate capacity to deliver on a regular and emergency basis, including ownership or leasing of sufficient tanker fleet.

Skills and Capability Requirements

• Proven experience in supplying bulk fuel, supported by reference letters indicating experience duration, contract value, and quantities.
• Qualified personnel with dangerous goods certification and relevant safety training.
• Capacity to provide a fleet of tankers with minimum capacity of 24,000 liters, either owned or leased, with proper documentation (eNaTIS, service plans, maintenance records).
• Ability to deliver fuel within specified lead times and geographic radius, including emergency response capabilities within six hours.
• Compliance with regulatory and environmental standards, including spill response procedures and environmental management acts.
• Financial capacity demonstrated through proof of access to credit facilities of at least R5.2 million or proof of insurance coverage.
• Registration on the Central Supplier Database (CSD) and compliance with tax and B-BBEE requirements.
• Ability to subcontract to emerging enterprises if applicable, with submitted proposals for such arrangements.
