Objectives

The primary objective of this tender is to appoint qualified service providers to supply and deliver fuel products, specifically petrol and diesel, to SAFCOL over a period of three years. The aim is to ensure a reliable, rateable supply of fuel to SAFCOL's plantations and operations, supporting their long-term forestry development and operational needs.

Scope

The scope includes the provision of petrol and diesel fuel to SAFCOL's various plantations and depots across different regions. The estimated annual volumes are approximately 2,677,039 liters of diesel and 368,084 liters of petrol, supplied on an "as and when required" basis without guaranteed fixed quantities. The service encompasses delivery to multiple clusters and zones, covering both regional and emergency fuel requirements, including supply during fire incidents and operational emergencies.

Specific locations include plantations in Belfast, Berlin, Uitsoek, Witklip, Bergvliet, Morgenzon, Brooklands, Tweefontein, Wilgeboom, Jessievale, Ngome, Nelshoogte, Roburnia, Woodbush, Entabeni, Timbadola, and others, with delivery schedules and logistics plans detailed in the tender documentation.

Technical Requirements

• Fuel must comply with South African National Standards: SANS342 for automotive diesel and SANS1598 for unleaded petrol.
• Fuel quality assurance measures, additives used, and standards for testing must be elaborated by bidders.
• Delivery must be capable of meeting both routine and emergency requirements within specified lead times (e.g., within 36 hours for routine deliveries and within 6 hours for emergency/fire incidents).
• Service providers must demonstrate capacity to supply fuel reliably, including ownership or leasing of adequate tanker fleet, and provide proof of ownership or lease agreements.
• Compliance with all relevant regulatory and environmental legislation, including holding valid licenses issued by the Department of Minerals and Energy.
• Implementation of safety standards and spill response procedures, including incidental and emergency fuel spill management plans.
• Provision of backup supply plans and capacity to handle fuel shedding or supply failure scenarios.
• Adherence to confidentiality and legal requirements, including security clearances and occupational health and safety legislation.

Skills and Competency Requirements

• Proven experience in bulk fuel supply and logistics, supported by reference letters and contract histories spanning at least 1-5 years.
• Capability to deliver fuel within specified geographic zones, with a minimum of one tanker (10,000+ liters capacity) owned or leased, and proof of ownership or lease agreements.
• Qualified personnel with valid dangerous goods handling certificates and relevant safety training.
• Demonstrated ability to provide emergency fuel delivery within 6 hours of request, with contingency plans in place.
• Capacity to maintain quality standards, including testing and compliance with national standards.
• Financial stability, evidenced by proof of access to credit facilities of at least R5.2 million or equivalent insurance coverage, to ensure uninterrupted supply.
• Knowledge of environmental management and spill response procedures, with documented incident management plans.
• Ability to coordinate logistics efficiently, including fleet management and delivery scheduling, to meet SAFCOL’s operational timelines.
