Objectives

The primary objective of this tender is to appoint a qualified and experienced SIP (Session Initiation Protocol) provider for a period of 36 months. The appointed provider will be responsible for delivering SIP services that meet the municipality's communication infrastructure needs, ensuring high-quality, secure, and reliable VoIP connectivity, porting existing numbers, and providing ongoing support and maintenance throughout the contract duration.

Scope

The scope of the tender includes:

• Provision of SIP trunk services compatible with 3CX systems
• Ownership and operation of SIP network infrastructure (not resellers)
• Guarantee of call quality with MOS score of at least 4
• Network capacity provisioning with minimum 5 Mbps bandwidth
• Security measures to prevent fraud and unauthorized international calls
• Porting of up to 1000 municipal numbers and emergency numbers
• Provision of toll-free numbers and related services
• Development of a Service Level Agreement (SLA)
• Implementation of security protocols and fraud prevention mechanisms
• Provision of detailed pricing, including one-off and recurring costs
• Support for incidental services such as installation, training, and maintenance

Technical Requirements

The technical specifications for the SIP provider include:

• Ownership of Tier-1 SIP network infrastructure
• Proof of network ownership and financial solvency
• Compatibility with 3CX communication systems
• Minimum network bandwidth of 5 Mbps for call quality
• Guarantee of MOS call quality score ≥ 4, with evidence
• Robust security measures to prevent fraud and unauthorized international calls
• Provision of a comprehensive call rate sheet (once-off and monthly costs)
• Porting of existing municipal numbers and emergency numbers with associated costs included
• Confirmation of toll-free number provision and property rights
• Draft Service Level Agreement covering all technical and security aspects

Skills and Competency Requirements

The bidder must demonstrate:

• Experience in providing SIP trunk services, especially in municipal or similar environments
• Proven track record with successful implementation of VoIP solutions with high MOS scores
• Technical capability to support network infrastructure, security, and porting processes
• Ability to provide detailed technical proposals, security mechanisms, and compliance documentation
• Financial stability and proof of ownership of Tier-1 SIP network infrastructure
• Capacity to deliver ongoing support, maintenance, and SLA adherence
• Knowledge of local and international telecommunication standards and regulations
• Compliance with BBBEE and local content requirements as per procurement policies
