Objectives

The primary objective of this tender is to appoint a contractor responsible for the operation and maintenance of the Humberdale Landfill Site on behalf of Umdoni Municipality. The contractor will provide all necessary labour, personnel, plant, tools, and equipment to ensure the landfill operates efficiently, safely, and in compliance with environmental regulations. Specific aims include ensuring proper waste disposal, environmental protection, safety management, and effective site operation over the contract period.

Scope

The scope encompasses comprehensive management of the landfill site, including:

• Provision and operation of all labour, plant, tools, and equipment required for daily landfill operations.
• Maintenance of access roads, stormwater drainage, and site infrastructure.
• Operational activities such as waste acceptance, spreading, compaction, covering, and leachate management.
• Environmental management including dust, odour, and nuisance control, waste reclamation, and green waste composting.
• Security services, including fencing, security personnel, alarm systems, and access control.
• Monitoring, reporting, and record-keeping related to environmental compliance, safety, and operational performance.
• Implementation of health and safety plans, emergency procedures, and waste management plans.
• Management of waste pickers and community engagement activities.

Technical Requirements

The contractor must meet the following technical requirements:

• Provision of suitable and operational plant and equipment, including a 32-ton or greater trash compactor, excavators, tipper trucks, graders, water tankers, and other specified machinery.
• Qualified personnel, including a Landfill Manager (civil engineering degree, ECSA registration, 5+ years experience), supervisors, and safety officers.
• Implementation of operational plans aligned with environmental legislation, landfill standards, and license conditions.
• Effective leachate and stormwater management systems, including monitoring and treatment.
• Environmental compliance with the Minimum Requirements for Waste Disposal by Landfill and relevant legislation.
• Security arrangements including 24-hour security, fencing, and alarm systems.
• Recordkeeping and reporting systems for operational, environmental, and safety data.
• Development and adherence to waste reclamation, green waste composting, and recycling plans.
• Provision of health and safety plans, emergency response, and staff training.

Skills Requirements

The contractor must demonstrate the following skills and competencies:

• Technical expertise in landfill operations, environmental management, and waste handling.
• Qualified engineering and environmental personnel with relevant experience.
• Proficiency in operating and maintaining heavy plant and machinery.
• Knowledge of environmental legislation, safety standards, and operational best practices.
• Ability to implement environmental monitoring, reporting, and record-keeping systems.
• Experience in security management and community liaison, especially with waste pickers.
• Capacity to develop and execute waste reclamation, composting, and recycling programs.
• Effective health and safety management, including staff training and emergency procedures.
