Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive 24-hour guarding and armed response services for Sedfa's head offices located in Centurion and Hatfield over a period of twenty-four (24) months. The aim is to ensure continuous security coverage, safeguard assets, personnel, and information, and enhance overall security management at these facilities.

Scope

The scope of work includes:

• Provision of 24/7 security guarding services at Sedfa's Centurion and Hatfield offices.
• Implementation of armed response services, including rapid deployment within a 15-minute response time.
• Installation and management of security equipment such as clock points, CCTV systems (specifically in Centurion), two-way radios, metal detectors, portable torches, batons, handcuffs, and safes for firearms.
• Conducting regular patrols, access control, incident reporting, and maintaining communication with Sedfa's control room.
• Monitoring and maintenance of security systems, including CCTV and alarm systems.
• Providing trained security personnel with appropriate uniforms, identification, and certifications.
• Adherence to all relevant legislations, policies, and standards, including PSIRA registration, COIDA compliance, and insurance requirements.
• Flexibility to adapt to potential consolidation of offices and adjustments to the Service Level Agreement (SLA).

Technical Requirements

The technical specifications include:

• Deployment of security officers with valid PSIRA registration (minimum Grade B), trained in security procedures, access control, and emergency response.
• Provision of a fully equipped 24/7 control room with effective communication tools and backup systems.
• Installation of clock points (50 in total), CCTV systems (Centurion only), and other security devices as specified.
• Response time of 15 minutes or less for armed response services.
• Implementation of Standard Operating Procedures (SOPs) and Security Operations Procedures.
• Provision of uniforms, identification badges, PPE, and other security gear.
• Regular testing and verification of response times and system effectiveness.
• Compliance with all statutory and regulatory requirements, including PSIRA, COIDA, and insurance cover of R30 million.

Skills Requirements

The successful service provider must demonstrate:

• Experience in providing security services for similar facilities, with at least 1-2 years in guarding and armed response, and a proven track record with public and private entities.
• Qualified security personnel with valid PSIRA registration (minimum Grade B), trained in security protocols, emergency response, and customer service.
• Capability to operate and maintain security systems, CCTV, alarm systems, and communication equipment.
• Ability to conduct site inspections, risk assessments, and develop tailored security plans.
• Strong management and supervision skills, including on-site supervision, reporting, and coordination with Sedfa’s facilities management.
• Adherence to legal, safety, and occupational health standards, including compliance with the Labour Relations Act, BCEA, and OHSACT.
• Capacity to provide continuous training, staff replacement, and system upgrades as required.
