Objectives

The primary objective of this tender is to appoint a panel of three service providers responsible for the repairs, servicing, and maintenance of municipal rescue and firefighting general equipment at Victor Khanye Local Municipality for a period of three years.

Scope

The scope includes:

• Provision of repairs, servicing, and maintenance of firefighting and rescue equipment, including vehicles, rescue tools, and related apparatus.
• Inspection, testing, and certification of fire apparatus in accordance with industry standards (e.g., NFPA 1911).
• Support for emergency repairs and on-site servicing at designated locations or at the service provider’s facilities.
• Provision of qualified technicians, maintenance scheduling, and timely completion of services.
• Management of spare parts, warranties, and repair approvals.
• Emergency response for priority repairs, including 24/7 availability.
• Maintenance of inventory, including firefighting vehicles, rescue tools, and equipment listed in the inventory schedule.

Technical Requirements

The technical requirements include:

• Compliance with industry standards such as NFPA 1911 for inspection, maintenance, and testing of fire apparatus.
• Use of OEM parts and adherence to manufacturer’s specifications during repairs and replacements.
• Qualified personnel: Technicians must be suitably qualified, including proof of qualifications and experience.
• Availability of fully equipped service vehicles capable of on-site repairs and emergency road calls.
• Maintenance of a fire pump test station with latest technology for testing fire pumps and related systems.
• Provision of timely inspection and preventative maintenance within specified timeframes (e.g., 8 hours for on-site quarterly inspections).
• Proper documentation of all services, repairs, and inspections, including detailed records of actions taken.
• Adherence to safety, health, and environmental standards during all maintenance activities.

Skills Requirements

The skills and qualifications required from service providers include:

• Demonstrated experience in repairs, servicing, and maintenance of firefighting vehicles and rescue equipment, supported by appointment letters and reference contacts.
• Qualified emergency vehicle technicians (EVT) Level 1 or equivalent, with proof of certification.
• Certification as an Emergency Vehicle Builder (MIB) or equivalent for manufacturers’ registration.
• Capability to perform inspections, repairs, and testing as per NFPA 1911 standards.
• Ability to provide emergency response services 24/7, including qualified emergency vehicle technicians and support staff.
• Proven track record in maintaining firefighting and rescue equipment, supported by contactable references and appointment letters.
• Capacity to manage spare parts, warranties, and repair approvals efficiently.
