Objectives

The primary objective of this tender is to appoint a panel of three service providers for the repair and maintenance of municipal buildings over a period of 36 months. The aim is to ensure proactive, efficient, and comprehensive maintenance, repairs, upgrades, and renovations to support the safety, functionality, and aesthetics of municipal infrastructure.

Scope

The scope of work includes:

• Preventive Maintenance: Regular inspections and proactive identification of issues in municipal buildings.
• General Repairs: Addressing issues such as painting, tiling, structural repairs, welding, waterproofing, plumbing, electrical repairs, and fixing doors, windows, roofing, and flooring.
• Emergency Repairs: Responding to unforeseen incidents like burst pipes and power outages to mitigate damages.
• Upgrades and Renovations: Enhancing safety and aesthetics through upgrade projects.
• Documentation and Reporting: Maintaining records of maintenance activities, repairs, and recommendations for improvement.
• Compliance and Safety: Ensuring adherence to safety standards and hazard mitigation throughout the contract duration.

Technical Requirements

The technical requirements include:

• Provision of professional services with adherence to accepted standards and techniques.
• Prior approval from the employer for appointing subcontractors or key personnel not listed initially.
• Preparation and submission of detailed reports, documentation, and maintenance schedules for each building.
• Compliance with safety regulations, hazard identification, and emergency procedures.
• Effective management of upgrades, renovations, and repairs within specified standards.
• Use of approved materials, fittings, and equipment, including certified electrical and plumbing components.

Skills Requirements

The tender specifies the following skills and qualifications for key personnel:

• Project Manager: Minimum B-Tech or relevant SAQA accredited qualification in project management, registered with a professional body, with at least 10 years of experience.
• Trade Personnel: Qualified electricians, plumbers, welders, carpenters, bricklayers, with at least 3 years of relevant experience.
• CIDB Grading: Bidders must hold a CIDB grading of 2 GB or higher.
• Experience and References: Valid reference letters not older than 5 years, appointment and completion certificates, and proof of experience in similar projects.
• Additional Skills: Ability to prepare detailed reports, manage emergency repairs, and execute upgrades efficiently.
