Objectives

The primary objective of this tender is to establish five regional managing contractors within the eThekwini Municipality to respond swiftly and effectively to emergency repairs arising from disasters in the West 1 Region. The focus is on infrastructure repairs on an as-and-when required basis, without guaranteed quantum of work, to ensure rapid response and recovery during disaster events.

Scope

The scope encompasses rates-based contracting for emergency infrastructure repairs across various divisions including Roads Provision, Stormwater Maintenance, Coastal Management, Water and Sanitation, and other relevant divisions. Works are issued on a Task Order basis, with no guaranteed volume, and include repairs to roads, stormwater systems, water and sewer pipelines, retaining structures, and related infrastructure affected by disasters such as floods, erosion, and soil settlement. The contract covers a broad range of activities from excavation, pipe repairs, structural reinstatement, to site clearance and reinstatement works, with specific attention to emergency response and disaster mitigation.

Technical Requirements

• Execution of emergency repairs on infrastructure including roads, stormwater, water, and sewer systems, as specified in Task Order documentation.
• Compliance with relevant standards such as SANS, COLTO, and specific project specifications for materials, construction methods, and safety.
• Provision of suitable plant, equipment, and materials capable of rapid mobilization and effective repair work, including specialized machinery for in situ recycling, earthworks, and concrete works.
• Adherence to environmental management, safety, and occupational health regulations, including site security, traffic accommodation, and safety plans.
• Implementation of quality control, testing, and inspection procedures as specified in the project standards and specifications.
• Preparation and submission of detailed work plans, safety plans, and trial sections for approval prior to commencement of work.
• Timely response to flood and disaster scenarios, with work carried out in accordance with approved programmes and within specified tolerances.

Skills Requirements

• Proven experience in emergency infrastructure repair, earthworks, concrete works, pipe installation, and rehabilitation projects, with demonstrated capability in handling disaster-related works.
• Competence in operating specialized machinery such as recyclers, pavers, compactors, and earthmoving equipment, with relevant certifications and safety compliance.
• Ability to develop and implement safety, environmental, and quality management plans compliant with national standards and municipal policies.
• Capacity to mobilize resources quickly, including skilled personnel, plant, and materials, to respond effectively to disaster scenarios.
• Knowledge of relevant standards such as SANS, COLTO, and industry best practices for construction, safety, and environmental management.
• Strong project management and coordination skills to handle multiple Task Orders, ensure program adherence, and maintain quality standards under emergency conditions.
