Objectives

The primary objective of this tender is to establish rates-based contracts with regional managing contractors to respond swiftly and effectively to disaster-related infrastructure repairs within the West 2 Region of eThekwini Municipality over a 36-month period. The focus is on emergency repairs arising from disasters, including infrastructure damage caused by floods, erosion, or other natural events, ensuring rapid response and minimal disruption to water, sewerage, stormwater, and related services.

Scope

The scope encompasses the provision of emergency infrastructure repair services on an as-and-when basis across various divisions such as Roads Provision, Stormwater Maintenance, Water and Sanitation, Coastal Management, and others. Works include repairs to water mains, sewer lines, stormwater systems, roadways, bridges, and associated structures, with tasks on-site based on task orders issued as needs arise. The contract covers activities like excavation, reinstatement, pipe repairs, earthworks, concrete works, asphalt surfacing, and related site works, including environmental and safety management.

Technical Requirements

• Establishment of five regional managing contractors with CIDB Grade 7CE or higher.
• Provision of emergency repair services on a task order basis, with no guaranteed quantum of work.
• Compliance with CIDB, B-BBEE, and municipal registration requirements.
• Adherence to the Standard Conditions of Tender, Contract Data, and Standard Specifications, including specifications for earthworks, concrete, asphalt, stormwater, water mains, and other infrastructure components.
• Implementation of health, safety, and environmental management plans in accordance with Occupational Health & Safety Act 1993 and related regulations.
• Use of approved plant and equipment, including recyclers and pavers, with specific technical standards for each process.
• Provision of quality control, testing, and documentation as per specified procedures, including trial sections and process control testing.
• Timely response to task orders, with detailed setting out, control, and supervision of works.
• Environmental management, site security, and community liaison as integral parts of the execution.

Skills Requirements

• Qualified personnel with CIDB Grade 7CE or higher, including site agents, foremen, and safety officers, with a minimum of 3 years relevant experience.
• Competent operators for specialized plant such as recyclers, pavers, rollers, and excavation equipment, compliant with safety standards.
• Skilled staff for emergency response, excavation, earthworks, concrete, asphalt, and pipe installation works.
• Experience in managing environmental, health, and safety protocols, including preparation of safety plans and site supervision.
• Ability to conduct and interpret quality control tests, including material sampling, grading, density, and strength testing.
• Capacity for rapid mobilization, setting out, and site management to meet emergency response timelines.
• Community liaison and site security personnel trained in safety and public interaction protocols.
