Objectives

The primary objective of this tender is to appoint a qualified and compliant service provider to deliver professional auctioneering services for the Overstrand Municipality over a fixed three-year contract period. Scope of Work

• Conduct public auctions for municipal assets, property, or goods as instructed by the municipality.
• Manage end-to-end auction operations, including marketing, bidder registration, bidding facilitation, and post-sale administration.
• Ensure strict adherence to municipal asset disposal policies, national legislation, and supply chain management protocols throughout the three-year term.
• Provide structured reporting, financial reconciliation, and handover procedures for all auctioned items.

Key Procurement Terms

Preference Point System: The 80/20 preference point system will be applied during evaluation. This means 80% of the total score is awarded based on price competitiveness, while 20% is allocated to non-price criteria such as historical performance, transformation targets, service quality, and compliance with municipal policy. This system ensures value for money while supporting broader socio-economic objectives.

Submission & Evaluation: Tenders must be submitted as sealed bids by the designated closing date and time.
