Objectives

The primary objective of this tender is to appoint a SANAS-accredited B-BBEE Verification Agency to conduct annual B-BBEE verification services for the South African Medical Research Council (SAMRC). The verification aims to produce valid B-BBEE Certificates or Scorecards, enabling SAMRC to claim points and demonstrate compliance with B-BBEE requirements. The appointed agency will support SAMRC in achieving accurate, reliable, and compliant B-BBEE verification over a period of three years.

Scope

The scope of work includes:

• Conducting annual B-BBEE verification in accordance with the B-BBEE Codes of Good Practice, the B-BBEE Act of 53 of 2003, and other sector-specific requirements.
• Developing and implementing a Verification Project Plan with clear timelines.
• Reviewing and verifying all supporting documentation and evidence submitted by SAMRC.
• Sampling and verifying all relevant B-BBEE elements.
• Conducting interviews, site visits, and virtual verification sessions as appropriate.
• Preparing and submitting preliminary and final B-BBEE scorecards or certificates.
• Providing a close-out report with recommendations for improvement, highlighting findings and gaps.

Technical Requirements

The successful bidder must demonstrate:

• A comprehensive methodology and approach that shows understanding of SAMRC's B-BBEE objectives, challenges, and reporting requirements, including project timelines, milestones, and verification processes.
• Company profile with proven experience in B-BBEE verification and auditing, especially within public entities or Schedule 3A institutions.
• Qualifications and experience of key personnel, including CVs, relevant certifications, and SANAS accreditation.
• References and evidence of previous similar projects completed within the last three years, with contactable references.

Skills Requirements

The bidder must possess:

• Expertise in B-BBEE verification and auditing, with proven track record in public sector or Schedule 3A entities.
• Qualified verification analysts and technical signatories with relevant SANAS accreditation and at least 5 years of experience in B-BBEE verification.
• Strong project management skills to develop and adhere to verification timelines and deliverables.
• Ability to conduct interviews, site visits, and virtual sessions effectively.
• Excellent report writing and presentation skills to prepare detailed scorecards, certificates, and close-out reports.
