Objectives, Scope, and Technical Requirements of the Tender

Objectives

The primary objectives of this tender are to deliver suitable public infrastructure efficiently, create employment opportunities, and uplift local communities. Specifically, the project aims to undertake betterment and re-gravelling of District Road L370 (from Km 0+000 to Km 7+300) in Ladysmith, KwaZulu-Natal, with a focus on community interaction, local employment, and adherence to government development policies such as the Expanded Public Works Programme (EPWP) and the National Youth Service (NYS).

Scope

The scope encompasses all activities necessary for the improvement of District Road L370, including:

• Site establishment, clearing, and grubbing
• Provision of traffic accommodation facilities
• Construction of pavement layers (including gravel wearing course)
• Road prism drainage and culvert works
• Finishing, cleaning, and making good of defects during the defect liability period
• Management of environmental and occupational health and safety requirements
• Removal of temporary facilities and constructional plant upon completion

The project involves approximately 7.3 km of gravel road upgrade, including excavation, material sourcing, stabilization, and construction of related drainage and signage infrastructure. The site extends beyond the proclaimed road reserve to include borrow pits, quarry sites, stockpile areas, and other necessary locations for construction and supervision.

Technical Requirements

The technical requirements are detailed and include:

• Design and Construction Standards: Conformance with the ‘Standard Specifications for Road and Bridge Works for South African Road Authorities (COTO), Draft Standard (DS), October 2020’ and amendments in Part C of the Project Specifications.
• Materials: Use of locally sourced materials such as gravel, crushed stone, sand, and water, with specific tests (e.g., CBR, FACT, Venter test) to ensure durability and suitability. Materials must meet specified grading and stabilization standards, with stabilization using cement and lime as appropriate.
• Environmental Management: Strict adherence to the Environmental Management Plan (EMP), including waste management, erosion control, protection of fauna, and pollution prevention measures.
• Traffic Management: Implementation of traffic control measures, signage, and safety protocols to ensure safe passage during construction, complying with the Road Traffic Act and relevant regulations.
• Labour and Community Engagement: Employment of local unskilled and semi-skilled labour, with targets for gender, youth, and persons with disabilities, in accordance with EPWP and NYS policies. Labour recruitment shall be coordinated with the Project Liaison Committee (PLC) and Community Liaison Officer (CLO).
• Construction Methods: Use of labour-enhanced construction methods where feasible, with tasks planned as fixed units of work, supported by plant only where necessary for safety or efficiency.
• Health and Safety: Implementation of a comprehensive Health and Safety Plan, appointment of qualified safety personnel, training, and regular site inspections, in compliance with the Occupational Health and Safety Act (OHSA) 1993 and Construction Regulations 2014.
• Monitoring and Reporting: Monthly reporting on employment, training, environmental compliance, and progress, including maintaining records of labour, materials, and activities for audit and verification purposes.
• Quality Control: Continuous quality assurance for materials and workmanship, with testing and certification as specified.
