Objectives

The primary objective of this tender is to undertake betterment and re-gravelling works on P10-1 (from Km 41+300 to Km 43+100) in Bergville under Okhahlamba Local Municipality. The project aims to improve road infrastructure, facilitate better traffic flow, and promote local employment and enterprise development through labour-enhanced construction methods aligned with the Expanded Public Works Programme (EPWP). Additionally, the project seeks to support social upliftment by creating job opportunities for local communities, including targeted employment of women, youth, persons with disabilities, and targeted enterprises, in accordance with government empowerment and development policies.

Scope

The scope encompasses a comprehensive set of activities including:

• Site establishment, clearing, and grubbing
• Provision of traffic accommodation facilities
• Construction of pavement layers (gravel wearing course, subbase, base)
• Road prism drainage and culvert works
• Finishing, cleaning, and making good of defects during the defects liability period
• Removal of temporary works and site cleanup
• Relocation and protection of existing services
• Traffic management and safety measures
• Environmental management and community liaison activities
• Employment of local labour and targeted enterprises in accordance with the Labour and Enterprise Development standards

The project site extends beyond the proclaimed road reserve to include borrow pits, stockpile areas, and other necessary locations for construction activities. The work also involves coordination with other contractors and authorities to ensure minimal disruption and compliance with safety and environmental standards.

Technical Requirements

The technical requirements include:

• Adherence to the Standard Specifications for Road and Bridge Works (Draft Standard October 2020) and the GCC 2015 conditions of contract.
• Minimum CIDB contractor grading of 3CE or higher, with active registration and compliance with CIDB regulations.
• Demonstration of labour management competencies, including employing management and supervisory personnel with appropriate skills and qualifications.
• Implementation of a comprehensive Health and Safety Plan, including appointment of qualified safety personnel, risk assessments, and compliance with the Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations 2014.
• Environmental management measures, including pollution control, waste management, protection of existing services, and community liaison.
• Participation in the EPWP, with employment of local unskilled and semi-skilled labour, targeting minimum employment percentages for women, youth, and persons with disabilities, and maintaining records for reporting.
• Provision of training, coaching, guidance, and mentoring to targeted enterprises and labour, aligned with CIDB standards, including structured workplace learning and skills development programs.
• Use of labour-enhanced construction methods for specified activities, with appropriate supervision and management.
• Coordination with authorities for service relocation, traffic management, and environmental compliance.
• Monitoring and reporting on employment creation, enterprise development, and skills training progress through prescribed forms and schedules.

All technical activities must be executed in accordance with the detailed specifications, environmental and safety standards, and community engagement protocols outlined in the tender documentation.
