Objectives

The primary objective of this tender is to undertake the betterment and regravelling of D1272 from Chainage Km 6+000 to Km 10+000 in Msinga Area Office, under Dundee Cost Centre, with a focus on improving road infrastructure, creating employment opportunities, supporting local enterprise development, and ensuring environmental and safety compliance.

Scope

The scope includes:

• Construction of approximately 4 km of road pavement layers including subgrade, subbase, base, and surface layers.
• Provision of drainage structures such as culverts, open drains, and related earthworks.
• Establishment of site facilities, traffic management, and safety measures.
• Environmental management, including erosion control, waste management, and protection of existing services.
• Implementation of labour-enhanced construction methods, local community engagement, and targeted enterprise and labour participation.
• Compliance with health and safety, environmental, and legislative requirements throughout the project duration.

Technical Requirements

The technical scope encompasses:

• Adherence to Standard Specifications for Road and Bridge Works (Draft Standard October 2020) and Project Specifications.
• Design and construction of drainage, earthworks, and pavement layers as per approved drawings and specifications.
• Use of labour-enhanced methods with specified management and supervision for targeted employment and enterprise development.
• Environmental management including erosion control, pollution prevention, and protection of existing services.
• Implementation of health and safety plans, site safety officers, and compliance with Occupational Health and Safety Act (Act No 85 of 1993).
• Monitoring and reporting on employment, enterprise development, and environmental compliance.
• Provision of training, mentorship, and capacity building for targeted enterprises and labour.

Skills Requirements

The tender requires the following skills and personnel:

• Management Personnel:
  • Contracts Manager (minimum 10 years’ relevant experience, registered with ECSA/SACPCMP)
  • Construction Manager (Senior Site Agent, minimum 13 years’ experience, NQF Level 5 or 7)
• Supervisory and Labour Personnel:
  • Foremen/Supervisors (minimum 5 years’ experience, NQF Level 4)
  • Labourers and targeted labour with appropriate training and supervision
• Specialist Skills:
  • Drainage and earthworks specialists
  • Pavement construction and materials testing experts
  • Environmental and safety officers
• Community and Enterprise Development: Personnel with experience in training, mentoring, and managing targeted enterprises and labour, including skills in social facilitation and community liaison.
• Technical Skills:
  • Road design and construction expertise
  • Drainage and geotechnical specialists
  • Environmental management and safety compliance officers
  • Quality assurance and materials testing personnel

All key personnel must be employed by the bidder and possess the relevant qualifications, experience, and registration as specified in the tender documents.
