Objectives

The primary objectives of the tender are to undertake the betterment and regravelling of District Road D90 (from Km 1+000 to Km 6+000) within the Dannhauser Local Municipality in the Ladysmith region. The project aims to improve road infrastructure, facilitate safe and efficient transportation, create employment opportunities through labour-intensive methods, and support local enterprise development and skills training in line with government policies.

Scope

The scope encompasses all activities related to the rehabilitation and improvement of the specified road segment, including:

• Roadworks such as excavation, grading, and compaction of subgrade and base layers
• Construction of drainage structures, culverts, and erosion protection works
• Regravelling and resurfacing of the existing gravel road
• Traffic accommodation, signage, and safety measures
• Environmental management, site establishment, and community liaison
• Implementation of labour and enterprise development programmes under the EPWP and CIDB standards
• Testing, inspection, and quality assurance of materials and workmanship

Technical Requirements

The technical requirements include adherence to:

• Standard Specifications for Road and Bridge Works (Draft Standard October 2020)
• Employer’s project specifications, drawings, and contract conditions
• Environmental management and safety regulations as per the Occupational Health and Safety Act and related standards
• Labour-enhanced construction methods aligned with the Expanded Public Works Programme (EPWP)
• Use of locally sourced materials where possible, with appropriate testing and quality control
• Implementation of traffic control, signage, and safety measures compliant with the Road Traffic Act
• Participation in skills development, enterprise support, and job creation targets

Skills Requirements

The tender specifies the following skills and personnel requirements:

• Management Personnel:
  • Construction Manager (Senior Site Agent) with at least 9-10 years of relevant experience and NQF Level 5A or higher qualification
  • Contracts Manager with appropriate professional registration
• Supervisory Staff:
  • Foremen/Supervisors with minimum 3-5 years of relevant experience and NQF Level 4 qualification
• Labour-Enhanced Personnel:
  • Supervisors and management staff with completed Skills Programmes in civil construction (SAQA ID 23682) and NQF Level 5/7
  • Targeted labour including unskilled and semi-skilled workers recruited from local communities, with minimum supervision ratios (e.g., 1 supervisor per 10 workers)
• Environmental and Safety Officers: Qualified and registered as per the Occupational Health and Safety Act
• Skills Development and Mentors: Personnel responsible for training, coaching, guidance, and mentoring targeted enterprises and workers, with relevant qualifications and experience

Additional skills include proficiency in health and safety compliance, environmental management, community liaison, and enterprise development.
