Objectives

The primary objective of this tender is to undertake betterment and regravelling of L2482 (km 0.000 to km 2.074 and km 3.490 to km 4.950) in Greytown Area Office, under Dundee Cost Centre, with a focus on improving road infrastructure, facilitating community engagement, and promoting socio-economic development through targeted employment and enterprise development initiatives.

Specific objectives include achieving a contract skills development goal of 0.25%, promoting local employment (including youth, women, persons with disabilities, and military veterans), supporting targeted enterprise participation, and ensuring environmental and safety compliance throughout the project.

Scope

The scope encompasses:

• Construction of pavement layers and associated drainage works over approximately 4 km of gravel road.
• Provision of traffic accommodation facilities, including signage, flagmen, and safety measures.
• Construction of drains, culverts, brickwork, gabions, and erosion protection structures.
• Earthworks including borrow pit operations, roadbed preparation, and surfacing.
• Installation of guardrails, road signs, and landscaping.
• Protection and relocation of existing services and utilities.
• Environmental management, safety, and community liaison activities.
• Implementation of labour and enterprise development programs aligned with EPWP and BEE policies.

Technical Requirements

• Adherence to the Standard Specifications for Road and Bridge Works (Draft Standard 2020) and project-specific specifications.
• Compliance with Occupational Health and Safety Act (OHSA 1993) and Construction Regulations 2014, including appointment of safety personnel, safety plans, and incident reporting.
• Implementation of environmental management plans, including waste management, pollution control, and protection of fauna and flora.
• Use of labour-enhanced construction methods where feasible, with specified supervision and management of targeted labour and enterprises.
• Provision of training, coaching, and mentoring for targeted enterprises and labour, aligned with CIDB standards and government policies.
• Engagement of targeted enterprises through a formal subcontracting process, with specified work packages and monitoring.
• Monitoring and reporting on employment, enterprise participation, and skills development activities monthly.
• Use of approved materials, proper site management, and compliance with environmental and safety standards.

Skills Requirements

• Contractors must demonstrate CIDB registration with a minimum grade of 3CE or higher.
• Personnel involved in management, supervision, and safety must possess relevant qualifications, including:
  • Contracts Manager: Professional registration (e.g., ECSA, SACPCMP) and extensive project experience.
  • Construction Manager/Senior Site Agent: NQF Level 5 or 7 qualifications with minimum years of experience.
  • Supervisors/Foremen: NQF Level 4 with relevant civil engineering supervision experience.
  • Safety Officers: Registered with SACPCMP and experienced in construction safety management.
• Labour-enhanced activities require supervisors and management staff with completed Skills Programmes in civil engineering supervision and labour-intensive construction.
• Targeted enterprise managers and workers should have appropriate technical, managerial, and safety training, with evidence of competency and registration where applicable.
• Training providers must be accredited, and training programmes should align with sector-specific standards and certification requirements.
• Monitoring and reporting of skills development, enterprise support, and employment targets are mandatory throughout the project duration.
