Objectives

The primary objective of this tender is to undertake the betterment of a 1000-meter gravel steep section on District Road D974, converting it to a concrete surface from Km 0.400 to Km 1.400 within the Umdoni Local Municipality, Durban Region. The project aims to improve road safety, durability, and accessibility, targeting contractors with a minimum CIDB grading of 5CE or higher.

Scope

The scope includes:

• Preparation and assessment of existing site conditions and services.
• Construction of a 1000-meter concrete road section on District Road D974.
• Implementation of standard and project-specific specifications for road works.
• Provision of site facilities, traffic management, and safety measures.
• Coordination with existing services and adherence to site conditions.
• Completion within a duration of 4 months.

Technical Requirements

The technical requirements encompass:

• Compliance with standard specifications for road and bridge works, and project-specific specifications.
• Provision of detailed site information including locality plans, existing services, traffic conditions, and site details.
• Submission of a comprehensive health and safety plan in accordance with Occupational Health and Safety Act and Construction Regulations.
• Demonstration of relevant construction experience in similar projects, with references and certificates.
• Provision of key personnel CVs, including management and supervisory staff with relevant qualifications and experience.
• Availability of major construction equipment, either owned or to be acquired, with details of acquisition methods.
• Notification of proposed subcontractors and their qualifications.
• Participation in job creation using local labor, with minimum employment targets and proof thereof.
• Adherence to environmental, traffic, and site-specific conditions.

Skills Requirements

The tenderer must possess:

• CIDB registration with a minimum grading of 5CE or higher.
• Proven experience in road construction, especially in concrete surfacing and steep section improvements.
• Qualified management and supervisory personnel with relevant construction and safety qualifications.
• Competent health and safety officers trained in construction safety regulations.
• Capability to employ and manage skilled and semi-skilled labor, including local community employment.
• Ability to provide and operate necessary construction equipment.
• Knowledge of local conditions, legislation, and community engagement requirements.
