Objectives

The primary objective of this tender is to appoint a qualified service provider(s) to deliver comprehensive security services across various district clusters within the Eastern Cape Province for a period of 36 months. The services aim to safeguard premises, assets, and personnel around the clock, ensuring safety and security compliance throughout the contract duration.

Scope

The scope encompasses the provision of security services at multiple designated sites within the districts, including but not limited to:

• Guarding premises during day and night shifts (06:00 to 18:00 and 18:00 to 06:00)
• Deployment of security officers at specified locations such as government buildings, offices, and other facilities
• Provision of necessary security equipment and resources
• Management of security personnel, including supervision and operational support
• Compliance with all relevant security industry regulations and standards

The scope also includes logistical arrangements, equipment provisioning, and adherence to specified technical and operational standards as detailed in the tender documentation.

Technical Requirements

The technical requirements specify that the service provider must:

• Deploy adequately trained security officers with valid PSIRA registration (Grade A or B)
• Ensure officers are equipped with uniforms, two-way radios, batons, handcuffs, flashlights, pepper spray, metal detectors, and incident reporting tools
• Provide branded vehicles and maintain operational offices within the Eastern Cape or nearby
• Meet minimum staffing levels per site as detailed in the site-specific tables
• Ensure all resources and equipment are dedicated solely to this contract during its term
• Implement risk management and safety protocols, including regular inspections and audits
• Comply with the NBCPSS Main Collective Agreement and Private Security Industry Regulations
• Submit detailed operational plans, including shift schedules, resource allocation, and contingency arrangements

Skills and Competency Requirements

The successful bidder must demonstrate:

• Proven experience in providing security services for government or similar institutions, with documented references and testimonials
• Capability to manage large security teams across multiple sites, including supervision and quality control
• Qualified personnel with valid PSIRA registration (Grade A or B), including supervisors and officers
• Technical proficiency in operating security equipment, communication devices, and reporting systems
• Knowledge of relevant legislation, regulations, and industry standards governing private security services
• Financial stability and capacity to sustain operations over the contract period
• Ability to provide vehicles, uniforms, and security aids as specified in the tender
• Experience in risk assessment, incident management, and emergency response planning
