Objectives

The primary objective of this tender is to establish a panel of qualified suppliers capable of providing scaffolding services on an as-and-when required basis for Necsa projects over a period of three years. The panel will support various high-security and nuclear-related projects, including work at Koeberg Nuclear Power Station and other sites across South Africa. The selected suppliers must demonstrate the ability to deliver professional, safe, timely, and standards-compliant scaffolding services, collaborating closely with Necsa personnel and adhering to all relevant regulations and standards.

Scope

The scope of work includes, but is not limited to:

• Scaffolding planning and execution
• Erecting, dismantling, maintaining, and altering scaffolding structures
• Safety management during scaffolding operations
• Provision and certification of scaffolding equipment
• Other related services as may be required by Necsa

Suppliers are expected to identify and include any additional essential services or omissions necessary to meet the overall objectives, and incorporate these into their pricing for negotiation.

Technical Requirements

Technical requirements include:

• Provision of qualified and experienced personnel, including CVs with relevant trade qualifications and certifications
• Demonstration of experience in providing scaffolding services within nuclear, power, heavy industries, or large-scale capital projects
• Compliance with Necsa’s SHEQ (Safety, Health, Environment, and Quality) policies and project approval processes
• Adherence to site access protocols, especially in high-security and radiological areas
• Provision of approved scaffolding plans with client signatures for recent work
• Provision of certified scaffolding equipment and related safety documentation

Skills Requirements

Applicants must demonstrate:

• Competence in scaffolding planning, erection, maintenance, and dismantling
• Qualified personnel including scaffolding supervisors, foremen, inspectors, erectors, SHE officers, and administrative staff
• Experience in high-security and nuclear environments
• Ability to provide reference letters and project certificates confirming relevant experience
• Knowledge of safety, health, environmental, and quality standards applicable to nuclear and large-scale industrial projects
• Capacity to mobilize resources promptly and sustain workforce during project durations
