Objectives

The primary objective of this tender is to undertake blacktop patching and rut repairs on roads P14/2 (from Km 23.30 to Km 51.00) and P12/1 (from Km 0.00 to Km 26.10) within the Umvoti Local Municipality under Ladysmith Region. The project aims to improve road conditions, ensure safety, and facilitate efficient traffic flow. Additionally, there is a focus on community engagement, employment creation, skills development, and promoting black economic empowerment through targeted enterprise and labour participation.

Scope

The scope includes:

• Road patching and rut repairs on specified road segments (P14/2 and P12/1).
• Site establishment, traffic accommodation, loading and hauling, prime coat, patching, edge break repair, and testing of materials.
• Construction of drainage structures, gabions, guardrails, road signs, and other ancillary works.
• Relocation and protection of existing services, including underground utilities.
• Environmental management, safety, and community liaison activities.
• Implementation of labour and enterprise development programs aligned with EPWP and CIDB standards.

Technical Requirements

The technical scope encompasses:

• Adherence to Standard Specifications for Road and Bridge Works (Draft Standard October 2020) and Employer’s project specifications.
• Use of approved materials, including G2 crushed stone, bitumen, gabion stones, and suitable water sources.
• Implementation of traffic management plans, safety measures, and environmental controls.
• Employment of labour-enhanced construction methods, with specific focus on local labour participation, training, and mentorship.
• Provision of a comprehensive Health and Safety Plan, including appointment of qualified safety personnel, safety training, and compliance with Occupational Health and Safety Act (Act No 85 of 1993).
• Monitoring and reporting on progress, community liaison, and skills development activities.

Skills Requirements

The tender specifies the following skills and personnel requirements:

• Contract Manager: Must be registered with ECSA or SACPCMP, with at least 10 years of relevant project management experience.
• Construction Manager: NQF Level 5 or 7 qualification, with at least 13 years of relevant experience.
• Supervisors/Foremen: NQF Level 4 qualification, with minimum 3-5 years of experience in roadworks or civil construction.
• Key Personnel: Skilled in road patching, drainage, guardrail installation, traffic management, and safety supervision.
• Labour-enhanced personnel: Supervisors and safety officers with appropriate safety and health certifications, experienced in labour-intensive methods.
• Community Liaison Officer: Responsible for community engagement, employment facilitation, and reporting.
• Skills development and mentorship: Personnel to deliver structured training, coaching, and mentoring to targeted enterprises and labour, aligned with CIDB and SETA standards.

Additional skills include environmental management, traffic control, service relocation, and safety compliance, requiring qualified personnel with relevant certifications and experience.
