Objectives

The primary objective of this tender is to appoint a qualified civil engineering service provider to undertake repairs and refurbishment of the Judge President's House at the Supreme Court of Appeal in Bloemfontein. The services aim to ensure the preservation, restoration, and functional enhancement of the heritage site, including structural repairs, finishes, joinery, roofing, and related civil works, in compliance with relevant legislation and standards.

Scope

The scope encompasses a comprehensive civil engineering intervention, including but not limited to:

• Site inspections and investigations
• Preliminary feasibility and design development
• Final detailed design, specifications, and cost estimates
• Procurement documentation and assistance in tendering
• Construction supervision, contract administration, and quality assurance
• Project close-out, defect rectification, and handover

The project involves repairs to ceilings, floors, walls, roofing, joinery, glazing, and structural elements, with a focus on heritage conservation. The site is located in Bloemfontein, within the Mangaung Metropolitan Municipality, and is classified as a heritage site requiring special attention to preservation standards.

Technical Requirements

The technical requirements specify that the service provider must:

• Be registered with relevant professional councils (e.g., ECSA) as a professional civil engineer or technologist, with proof of registration included in the tender.
• Employ full-time registered professionals to supervise civil engineering works, ensuring compliance with the Engineering Profession Act, 2000.
• Provide a multidisciplinary team if applicable, with clear documentation of registration and experience of key personnel, including CVs and professional registration certificates.
• Demonstrate experience on comparable heritage or civil refurbishment projects within the past ten years, with references and project details.
• Ensure full compliance with legislation, standards, and heritage conservation guidelines, including environmental and safety regulations.
• Prepare detailed scope of services, including site investigations, design development, procurement, construction supervision, and project close-out.
• Implement quality assurance and safety management systems, including adherence to Occupational Health and Safety Act, 1993.
• Provide professional indemnity insurance as specified, with proof submitted as part of the tender.
• Attend compulsory clarification meetings and submit all returnable documents, including project experience, team CVs, registration certificates, and financial viability proof.
• Use appropriate software for project programming and ensure security clearance for personnel involved in sensitive or heritage-related aspects.

The service provider must also demonstrate capacity to deliver within the specified timelines, maintain heritage site integrity, and coordinate effectively with other project stakeholders and authorities.
