Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and carry out repairs on boilers at Mdantsane Prison for a period of five (5) months. The aim is to ensure the proper functioning, maintenance, and repair of boilers to support prison operations efficiently.

Scope

The scope of work includes:

• Operation of boilers in two shifts per day.
• Provision of labour, including fitters, millwrights, electricians, and assistants, with specified certifications.
• Costing and procurement of materials, including provisional amounts with mark-up.
• Execution of repairs and repairs management over the five-month period.
• Completion of all work in accordance with the specifications, drawings, and addenda issued during the tender stage.
• Provision of necessary documentation, including safety plans, programmes, and manuals.
• Adherence to contractual milestones, including practical completion and final approval.

Technical Requirements

• Operation of boilers with qualified personnel, including at least one electrician with wireman's license.
• Provision of skilled labour such as mechanical fitters and millwrights with relevant trade certificates.
• Material procurement with adherence to quality standards, including imported materials under exceptional circumstances.
• Implementation of safety, health, and environmental standards, including security clearance and confidentiality.
• Provision of insurances, including liability and high-risk insurance where applicable.
• Compliance with legislation, regulations, and standards related to construction, safety, and environmental management.
• Preparation and submission of detailed programmes, cash flows, and progress reports.
• Adherence to penalties for late completion and quality standards as specified in the contract data.

Skills Requirements

• Qualified boiler operators with trade test certificates.
• Electricians with wireman's license and relevant experience.
• Skilled fitters and millwrights with appropriate trade certificates.
• Experience in boiler operation, maintenance, and repair within a correctional or similar institutional environment.
• Ability to prepare safety plans, programmes, and manuals.
• Knowledge of relevant legislation, safety standards, and environmental regulations.
• Competence in project management, including scheduling, reporting, and compliance monitoring.
• Effective communication skills for coordination with the Department and other stakeholders.
