Objectives

The primary objective of this tender is for the Border Management Authority (BMA) to establish a panel of accredited doctors who will provide mandatory medical assessments and vaccinations for its officials. The services aim to facilitate the health and safety of officials operating across various ports of entry and provinces, ensuring compliance with international travel requirements and national health regulations.

Scope

The scope of the project includes:

• Setting up structures and processes to deliver medical assessments and vaccinations at 71 ports of entry across nine provinces.
• Providing medical certificates and vaccination certificates, including follow-up dates for boosters.
• Administering a range of vaccinations required for international travel and specific countries, including Yellow Fever, Hepatitis A and B, Meningitis, Typhoid, Malaria tablets, and others.
• Conducting medical assessments such as ear and eye tests, and providing health advice.
• Delivering services at the service provider’s practice locations, with no travel costs for officials.
• Establishing systems for data management, security, and compliance with POPIA and the National Health Act.
• Reporting on the number of officials assessed and vaccinated, and attending quarterly meetings.

Technical Requirements

The technical requirements for the tender include:

• Provision of multidisciplinary medical experts, including at least one Medical Doctor with a Bachelor of Medicine (MBChB) and at least five years’ experience in vaccination services.
• Team members with relevant qualifications such as Nursing, Travel Medicine, Occupational Health Nursing, Audiometry, and Vision Testing, all registered with the South African Nursing Council (SANC).
• Demonstrated understanding of the management and implementation of medical assessments and vaccination programs, supported by a detailed methodology.
• Capacity to operate in preferred provinces and ports of entry, with indication of areas of operation.
• Systems for secure data handling, confidentiality, and compliance with POPIA and the National Health Act.
• Ability to produce certificates for each official, including follow-up vaccination dates.
• Provision of services at the provider’s practice location, with no travel costs for officials.
• Reporting and documentation capabilities, including quarterly reports and final project deliverables.
• Adherence to the contractual and evaluation criteria specified in the tender documentation, including compliance with all legal and health standards.
