Objectives

The primary objective of this tender is to appoint a Professional Construction Health and Safety Agent (Pr. CHSA) to oversee and monitor compliance with the Occupational Health and Safety Act, 1993, and related legislation during the construction, repair, and refurbishment of the Brandfort Justice Complex, which is a heritage site. The role includes ensuring safety standards, managing risks, and coordinating with other project stakeholders to promote a safe construction environment.

Scope

The scope encompasses:

• Appointment and briefing of the professional team, including establishing project briefs and safety requirements.
• Development and review of construction health and safety policies, risk assessments, and specifications.
• Preparation of tender documentation and evaluation of contractor competence and safety plans.
• Site handover, monitoring of construction activities, and ensuring compliance with safety legislation.
• Assessment and approval of contractor and subcontractor safety plans, risk assessments, and permits.
• Regular site inspections, audits, incident investigations, and safety performance monitoring.
• Management of safety documentation, records, and communication among project parties.
• Project close-out, including final safety audits, documentation handover, and post-completion safety inspections.

Technical Requirements

The technical requirements include:

• Provision of qualified and registered health and safety professionals, including key persons with relevant certifications (e.g., NEBOSH).
• Implementation of a comprehensive health and safety management system aligned with legislation and standards.
• Development of site-specific safety specifications, risk profiles, and safety plans.
• Monitoring compliance with all relevant legislation such as the Occupational Health and Safety Act, Construction Regulations, and other applicable standards.
• Application for permits, registration of installations, and management of safety documentation.
• Use of compatible software for project programming and documentation.
• Security clearance for personnel involved in projects requiring access to sensitive or secure areas.
• Regular audits, inspections, and reporting on safety performance and compliance.

Skills Requirements

The tenderer must demonstrate:

• Registered and experienced professionals in construction health and safety, with NEBOSH or equivalent qualifications.
• Proven experience in managing health and safety on heritage and heritage-related construction sites.
• Capability to develop and implement safety management systems, risk assessments, and safety specifications.
• Ability to coordinate effectively with multidisciplinary project teams, contractors, and authorities.
• Competence in preparing safety documentation, permits, and reports, and conducting audits and inspections.
• Security clearance procedures and the ability to handle sensitive project information securely.
• Strong communication, coordination, and reporting skills to ensure safety standards are maintained throughout the project lifecycle.
