Objectives

The primary objective of this tender is to engage a qualified architectural service provider to undertake repair, refurbishment, and heritage conservation of the Brandfort Magistrate's Office, which is designated as a heritage site. The service provider will act as Principal Agent, ensuring compliance with heritage and safety standards, and delivering the project within specified timeframes and quality standards.

Scope

The scope of work includes:

• Provision of full architectural services from design to project completion, including stages 1 to 6 as per the 2023 NDPWI Scope of Architectural Services.
• Assessment and repair of structural and non-structural elements such as ceilings, floors, walls, roofing, gutters, boundary walls, and internal finishes.
• Extensive assessment of existing structures, including roof trusses, gutters, underground services, and structural cracks.
• Design and implementation of repairs and renovations in accordance with heritage conservation requirements.
• Coordination with other service providers (structural, civil, electrical, mechanical engineers, etc.) and compliance with occupational health and safety legislation.
• Preparation of project documentation, specifications, and final accounts, including monitoring and reporting.
• Adherence to heritage and environmental standards, with emphasis on sustainable and "green" design solutions.

Technical Requirements

• Experience in heritage building repairs and renovations.
• Ability to carry out detailed assessments of heritage structures and existing facilities.
• Compliance with all relevant legislation, including heritage, safety, environmental, and building regulations.
• Provision of professional indemnity insurance of at least R1.5 million.
• Availability of key personnel with current registration with the South African Council for the Architectural Profession (SACAP).
• Use of compatible software for project programming and documentation.
• Implementation of labour-intensive construction strategies where applicable, with monitoring and reporting on EPWP indicators.
• Security clearance for personnel involved in projects requiring confidentiality or security measures.

Skills Requirements

• Registered professional architects with proven experience in heritage projects.
• Competence in structural, civil, electrical, mechanical engineering, and other related disciplines.
• Strong project management and coordination skills, including experience as Principal Agent.
• Ability to conduct detailed assessments, prepare technical reports, and manage heritage conservation standards.
• Proficiency in project programming, cost control, and reporting tools.
• Knowledge of South African heritage legislation and conservation practices.
• Experience in implementing labour-intensive construction methods and monitoring EPWP compliance.
• Effective communication and stakeholder engagement skills, including liaising with heritage authorities and other stakeholders.
