Objectives

The primary objective of this tender is to appoint a qualified service provider to maintain the Industrial Development Corporation’s (IDC) Building Management System (BMS). The scope includes ensuring continuous operation, preventative maintenance, fault response, and possible equipment upgrades for the Niagara-based BMS infrastructure installed at IDC’s head office and associated facilities.

Scope

The scope of work encompasses:

• Preventative maintenance of the Niagara BMS hardware and software components.
• Responding to system faults and performing callouts as required.
• Supply and installation of new equipment and parts on an ad-hoc basis, subject to IDC approval.
• Monitoring and testing of various system components including controllers, sensors, actuators, and network devices.
• Conducting system inspections, fault finding, and reporting.
• Providing energy and water usage reports, system performance analysis, and system upgrades such as software version updates.
• Ensuring compliance with technical, safety, and regulatory standards.

Technical Requirements

The technical requirements include:

• Proven experience with Niagara Framework systems, specifically Niagara 4 infrastructure.
• Niagara accreditation in South Africa, with certified Niagara engineers.
• Capability to perform maintenance, fault diagnosis, and system upgrades.
• Availability of 24/7 callout services with response times of 2 hours for critical faults and 4 hours for non-critical faults.
• Supply of critical spares within 3-5 days of fault detection.
• Implementation of a Business Continuity Plan to ensure ongoing system support during disasters.
• Compliance with all relevant statutory, safety, and POPIA data protection requirements.
• Provision of detailed system documentation, site files, and reports.
• Use of Niagara-certified engineers and local support support structures.

Skills and Skills Requirements

The skills and expertise required from the service provider include:

• Niagara Framework accreditation and certification, with Niagara-certified engineers.
• Relevant experience in maintaining Niagara BMS systems, supported by at least three contactable references from the past five years.
• Technical proficiency in controllers, sensors, actuators, network devices, and software updates.
• Strong fault-finding, troubleshooting, and system optimization skills.
• Ability to perform system upgrades, software version updates, and hardware replacements.
• Knowledge of energy and water management reporting.
• Capacity to develop and implement Business Continuity Plans.
• Compliance with health, safety, and POPIA regulations, including police clearance for staff.
• Effective communication, reporting, and documentation skills.
