Objectives

The primary objective of this tender is to construct a new NHLS Laboratory at Job Shimankana Tabane Hospital in Rustenburg. The project aims to deliver a fully functional laboratory facility that meets the specified standards and requirements, including the installation of various building, mechanical, electrical, fire detection, and security systems. The project also emphasizes compliance with relevant regulations, quality standards, and safety protocols to ensure a safe, efficient, and sustainable facility.

Scope

The scope of the tender encompasses the comprehensive construction and installation of the laboratory building and associated services, including:

• Building works such as earthworks, masonry, roofing, finishes, and external works
• Mechanical services including HVAC systems, fire detection, wet services (plumbing, drainage), gas equipment, and lift installation
• Electrical services including site reticulation, lighting, power, CCTV, access control, and fire alarm systems
• Specialized systems such as fire suppression, security, and monitoring systems
• Installation of doors, windows, ceilings, partitions, and finishes
• Provision of operation and maintenance manuals, as-built drawings, and training

The scope also includes site reticulation, testing, commissioning, and ensuring compliance with all relevant standards and regulations.

Technical Requirements

The technical requirements specify that all work must adhere to the following standards and specifications:

• JBCC Principal Building Agreement and JBCC Preliminaries Code 2103, May 2005 edition
• Construction regulations and health & safety standards as per Occupational Health and Safety Act
• Standards for electrical wiring, fire detection, plumbing, and mechanical systems (e.g., SANS, SABS)
• Design and installation of HVAC systems with specified capacities and configurations
• Installation of fire detection, alarm, and suppression systems compliant with local regulations
• Provision of security systems including CCTV, access control, and emergency communication systems
• Use of specified materials, finishes, and equipment as per manufacturers' specifications
• Testing, commissioning, and certification of all installed systems

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in constructing and installing laboratory facilities and related infrastructure
• Expertise in mechanical, electrical, fire detection, and security systems installation and commissioning
• Knowledge of relevant South African standards (SANS, SABS) and regulations
• Capability to manage complex projects involving multiple disciplines and subcontractors
• Ability to prepare detailed operation and maintenance manuals, as-built drawings, and training programs
• Qualified personnel including engineers, technicians, and safety officers with relevant certifications
• Strong project management, quality assurance, and safety management skills
