Objectives

The primary objective of the Transnet Port Terminal (TPT) Enterprise Development Programme is to support Small, Medium, and Micro Enterprises (SMMEs), particularly Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) with at least 51% Black ownership, to build their capacity, enhance sustainability, and enable their participation in procurement opportunities. The programme aims to foster enterprise diversity, promote business growth, and contribute to economic inclusion by providing targeted support such as training, mentoring, and resource access. It also seeks to integrate beneficiaries into TPT’s vetted database to improve their chances of future contract awards.

Scope

The scope of work includes:

  • Inviting up to fifteen (15) TPT suppliers across regions including Kwazulu-Natal, Eastern Cape, Western Cape, Pendoring (Northwest), and Kendal (Mpumalanga).
  • Providing a comprehensive enterprise development support structure over three years, focusing on sectors such as manufacturing of equipment parts, components, fabrication, and other targeted strategic commodities/services.
  • Conducting needs assessments for each beneficiary to identify development requirements in areas such as finance, supply chain, HR, ICT, SHEQ, legal compliance, and operational capacity.
  • Developing bespoke development plans including initiatives like environmental training, marketing, and opportunities identification.
  • Supporting beneficiaries to improve competitiveness, business management, technical skills, and operational sustainability.

Technical Requirements

Applicants must meet the following technical criteria:

  • Be a minimum of 51% Black-owned EME or QSE with valid B-BBEE Level 1 or 2 certification.
  • Have at least two (2) full-time employees with valid CVs.
  • Generate at least 50% of revenue from target sectors.
  • Have a minimum of three (3) years in operation, with relevant work experience in TPT’s targeted commodities.
  • Demonstrate relevant industry certifications, licenses, and adherence to quality management systems (e.g., ISO 9001).
  • Show capacity in project management, operational capacity, and infrastructure readiness.
  • Be registered and active on Transnet’s Vendor Master Database, with valid CSD registration and tax compliance.
  • Align with TPT’s strategic commodities and demonstrate previous service delivery to TPT through purchase orders or references.
  • Meet governance, legal, and compliance standards, including adherence to SHEQ and regulatory requirements.
