Objectives

The primary objective of this tender is to solicit proposals for the sale and development of Erven 168872, 108958, and a portion of Remainder Erf 168871 located at the corner of Kromboom Road and Seventh Avenue, Rondebosch-East, Cape Town. The development aims to create a mixed-use, dense, and people-centered neighborhood that balances higher-density living with environmental sustainability, public spaces, and integration into the existing urban fabric. Specific objectives include providing affordable housing opportunities for low and moderate-income households, leveraging city-owned land assets to foster urban change, and promoting economic and social integration within the area.

Scope

The scope encompasses:

• Sale of the specified properties by the City of Cape Town.
• Development of a mixed-use scheme including residential, retail, and open spaces.
• Design and submission of development and concept plans aligned with urban design objectives.
• Provision of affordable housing units, including duplexes, walk-up apartments, perimeter blocks, and high-density towers.
• Compliance with land use, zoning, environmental, heritage, and site-specific design guidelines.
• Preparation of financial feasibility models, development proposals, and supporting documentation.
• Adherence to environmental, heritage, and urban design regulations, including environmental impact assessments and heritage impact assessments.
• Implementation of infrastructure, parking, and sustainability measures as per the development framework.

Technical Requirements

The technical requirements include:

• Submission of detailed development and concept plans, including site layout, building footprints, elevations, sections, and massing models.
• Design proposals must demonstrate compliance with urban design objectives such as creating legible spatial structures, enhancing open spaces, and ensuring positive interfaces onto the public realm.
• Provision of a comprehensive financial feasibility model with projected cash flows for at least 20 years.
• Preparation of environmental and heritage impact assessments, including public participation processes.
• Development of a site-specific design that incorporates ecological, water management, and sustainability principles.
• Provision of infrastructure plans, parking provisions, and landscaping features.
• Compliance with zoning, bulk, height, coverage, and environmental regulations.
• Submission of all necessary certificates, permits, and approvals, including environmental authorizations and heritage clearances.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in large-scale residential and mixed-use development projects, with evidence of projects exceeding R500 million CAPEX.
• Capability to develop comprehensive urban design and concept plans aligned with city objectives.
• Financial capacity supported by recent financial statements, demonstrating funding sources and viability.
• Technical expertise in environmental management, heritage compliance, water and ecological sustainability, and infrastructure planning.
• Project management skills, including coordination with heritage authorities, environmental agencies, and municipal departments.
• Knowledge of local land use regulations, zoning schemes, and development controls.
• Ability to deliver innovative, context-sensitive, and sustainable development solutions.
• Experience in stakeholder engagement, community consultation, and public participation processes.
