Objectives

The primary objective of this tender is for CapeNature to engage a registered professional security company to provide comprehensive 24-hour security guarding services at the Assegaaibosch Nature Reserve, located in the Jonkershoek Valley. The service aims to ensure the safety and security of the reserve’s infrastructure, assets, visitors, and staff, through continuous patrols, access control, incident management, and emergency response.

Scope

The scope of work includes:

• Provision of round-the-clock security guarding services at the Assegaaibosch Nature Reserve from 1 April 2026 to 31 March 2027.
• Monitoring and patrolling the reserve’s infrastructure and boundaries, including weekly spot checks.
• Control of public access, including managing visitor entry, exit, and ensuring compliance with reserve regulations.
• Locking and unlocking gates, overseeing overnight gate services, and ensuring vehicles leave the premises by specified times.
• Responding to incidents, confiscating prohibited substances, and maintaining incident registers.
• Enforcing rules and regulations, including visitor conduct and safety protocols.
• Providing necessary equipment, uniforms, and training for security personnel.
• Ensuring health and safety compliance, including COIDA registration and adherence to occupational health standards.

Technical Requirements

The technical requirements specify that the service provider must:

• Submit proof of registration with the Private Security Regulatory Authority (PSIRA).
• Register with the National Bargaining Council for the Private Security Sector (NBCPSS) and be in good standing.
• Provide sufficient guards to cover all shifts, with guards fluent in at least two of the three official languages.
• Equip guards with cell phones (preferably Vodacom network), non-lethal weapons, uniforms, and other necessary tools.
• Implement a formal induction, orientation, and ongoing training program, including visitor service management and emergency procedures.
• Maintain an incident occurrence register, conduct weekly staff spot checks, and ensure guards are on duty at scheduled times.
• Lock gates securely at 18h00 and unlock at 6h00 daily, with overnight shift coverage.
• Adhere to health and safety legislation, including COIDA registration and occupational safety standards.

Skills Requirements

The skills and competencies required for personnel include:

• Fully trained, competent, and capable guards with experience in security operations and conflict management.
• Ability to handle high-risk situations, conduct patrols on foot and by vehicle, and respond effectively to emergencies.
• Excellent communication skills, including proficiency in at least two official languages.
• Professional appearance, adherence to dress code, and conduct in line with the CapeNature code of conduct.
• Customer service orientation, with the ability to manage visitor interactions professionally and courteously.
• Capability to operate monitoring devices, GPS-enabled patrol points, and incident reporting tools.
• Understanding of health and safety protocols, including the use of non-lethal weapons and emergency response procedures.
