Objectives

The primary objective of this tender is to deliver public sanitation infrastructure within the Blouberg Local Municipality using labour-intensive construction methods aligned with EPWP (Expanded Public Works Programme) guidelines. The project aims to benefit the local community by creating employment opportunities, providing workplace training, and improving sanitation conditions through the construction of approximately 300 VIP toilets. The focus is on employing local workers, including unskilled, semi-skilled, and skilled labor, and engaging community-based contractors to foster local economic development and skills transfer.

Scope

The scope of work encompasses the construction of sanitation facilities, specifically the installation of VIP toilets, involving earthworks, concrete and masonry work, pipe installation, and surface reinstatement. The project site is located in the Blouberg area, approximately 110 km from Polokwane, within the jurisdiction of the Blouberg Local Municipality. The work includes:

• Site clearance and grubbing
• Excavation and backfilling of trenches for pipelines and structures
• Construction of concrete foundations, anchor blocks, and chambers
• Installation of pipelines, valves, and fittings
• Reinstatement of surface and landscaping
• Provision of temporary facilities, site offices, and safety measures
• Engagement and training of local labor and community-based contractors

The project emphasizes labour-intensive methods, local employment, and skills development, with specific tasks issued as written instructions and requiring adherence to EPWP standards.

Technical Requirements

General Construction

• Use labour-intensive construction methods for earthworks, pipe laying, and surface reinstatement, with a minimum of 93% compaction for backfill areas not subject to traffic loads.
• Construction of approximately 300 VIP toilets, including foundations, masonry, and plumbing, complying with specified standards and specifications.
• Pipeline installation using uPVC and steel pipes, with specified diameters, jointing, and corrosion protection (epoxy coating or galvanizing).
• Construction of concrete encasements, anchor blocks, and chambers with specified concrete strengths and reinforcement details.
• Surface reinstatement, including surfacing, sealing, and landscaping, with measurement and payment based on surface area.

Labor and Management

• Employ management and supervisory staff with appropriate qualifications (e.g., NQF Level 5 for site agents, NQF Level 4 for foremen).
• Engage local unskilled and semi-skilled workers, providing formal training in construction techniques, health and safety, and environmental management.
• Maintain a minimum of 30% local labor employment, with specific targets for women, youth, and persons with disabilities.
• Provide and maintain all necessary tools, equipment, and safety gear, ensuring compliance with occupational health and safety standards.

Health and Safety

• Develop and implement a comprehensive Health & Safety Plan aligned with the Occupational Health and Safety Act, 1993, and Construction Regulations.
• Appoint competent safety officers, conduct risk assessments, and establish site safety rules and emergency procedures.
• Maintain a safety file, conduct regular inspections, and report incidents as per legal requirements.
• Ensure environmental management, waste disposal at registered sites, and minimal disruption to existing services and community activities.

Technical Standards and Specifications

• Adhere to relevant standards including SABS 1200 series, SANS 1921, and other applicable specifications for earthworks, concrete, pipelines, and fencing.
• Use approved materials, including cement, pipes, valves, and reinforcement, with proper storage and handling.
• Perform testing and quality control as specified, including concrete strength, pipe pressure testing, and corrosion protection.
• Measurement and payment will be based on detailed Bills of Quantities, with specific units for earthworks, concrete, pipelines, fencing, and other components.

Environmental and Site Management

• Maintain good housekeeping, control stormwater, and prevent environmental pollution.
• Implement measures for traffic control, site security, and protection of existing services and vegetation.
• Prepare "As Built" drawings, maintain site records, and ensure tidy site conditions throughout the project duration.

Additional Technical Requirements

• Engage community-based contractors and provide training for local labor, including skills in excavation, pipe laying, and surface reinstatement.
• Ensure all construction activities are scheduled to minimize disruption, with a focus on safety, quality, and environmental compliance.
• Coordinate with relevant authorities for permits, service connections, and traffic management.
• Adhere to project-specific drawings, specifications, and approved work methods, with regular monitoring and reporting.
