The primary objective is to deliver reliable, safe, and sustainable internal road infrastructure and stormwater management systems for the Carousel View community. The project prioritizes socio-economic development by mandating the employment of local labour and integrating emerging small contractors into the supply chain.
The contract covers the rehabilitation and upgrading of approximately one kilometre of internal roads and associated stormwater drainage. Key activities include site establishment, clearing and grubbing, setting out, and excavation. Pavement construction involves placing a 150mm in-situ roadbed layer, a 150mm subbase layer, and a 150mm chemically stabilized base layer, all compacted to specified Modified AASHTO densities. The surface will consist of 80mm thick, 40MPa concrete interlocking paving blocks. Additional works encompass kerbing, channelling, installation of lined concrete-sided stormwater drains, road markings, final backfilling, site cleaning, and reinstatement. The contractor must manage traffic accommodation via temporary deviations and oversee local emerging subcontractors for ancillary concrete works.
This is a re-measurement contract, meaning the final payment is based on actual quantities executed and verified by the Engineer, rather than the estimated quantities listed in the tender schedule. The project duration is five months from the commencement date, with a 365-day defects liability period and a ten-year latent defect period. Pricing is fixed, excluding VAT, with no general price escalation allowances unless specifically stipulated for special materials. A performance guarantee of 10% of the contract sum is required.
Strict health and safety compliance is mandated, including the submission of a site-specific Standard Occupational Health and Safety Specification (SOHSS) plan prior to mobilization. The SOHSS is a performance-based framework ensuring contractors meet legally compliant and internationally recognized safety benchmarks, requiring detailed risk assessments, method statements, and appointed competent persons.
Labour-intensive construction methods are compulsory for designated activities (e.g., excavation up to 1.5m depth, concrete mixing/placing, brickwork, and cleaning), requiring hand tools and locally recruited unskilled labour instead of heavy machinery. The contract enforces Expanded Public Works Programme (EPWP) targets, mandating a minimum of ten local unskilled jobs. It also establishes a Contract Participation Goal (CPG), which sets monetary targets for subcontracting to registered emerging enterprises; failure to meet these targets incurs financial penalties calculated as a percentage of the shortfall.
Tenderers must hold active CIDB registration at Category 5CE or higher. Demonstrated experience in similar road and stormwater projects is evaluated through reference certificates and completion records. Financial stability must be evidenced by a bank rating letter. Key personnel requirements include a Contract Manager with a relevant engineering degree and five to ten years of experience, a Site Agent with an NQF Level 6 qualification and five years’ experience, a Site Foreman with NQF Level 5 certification, a qualified SHEQ Officer, and a surveyor/technologist. All key staff CVs and certified qualifications must be submitted.
The tenderer must possess or have valid lease agreements for essential plant, including tipper trucks, rollers, graders, excavators, and TLBs. Additional mandatory submissions include a valid B-BBEE verification certificate, a Central Supplier Database (CSD) summary report not older than one month, proof of tax clearance, municipal rates clearance (not exceeding ninety days arrears), and a Compensation for Occupational Injuries and Diseases (COID) good standing certificate. Attendance at the compulsory clarification meeting is mandatory for bid responsiveness.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
