Objectives

The primary objective of this tender is to appoint suitable bidders to handle the printing, enveloping, sorting, and posting of monthly electricity bills, disconnection warning notices, and to supply all relevant stationery materials required to support the Revenue Management section of Centlec (SOC) Ltd. The contracted services will support the revenue collection processes over a period of thirty-six (36) months.

Scope

The scope of work includes:

• Printing of monthly electricity bills and disconnection warning notices
• Enveloping, sorting, and posting of these documents
• Supply of all necessary stationery materials required for the above actions

The services are to be executed as needed throughout the contract period, ensuring timely and accurate delivery to support revenue management activities.

Technical Requirements

The technical requirements for bidders include:

• Compliance with minimum bid requirements, including submission of relevant certificates and documentation
• Provision of municipal services clearance certificates or lease agreements with current bills and rates clearances
• Completion and signing of all compulsory MBD forms contained in the bid document
• Submission of an original or valid copy of BBBEE verification certificate (or consolidated certificate for joint ventures)
• Registration on the National Treasury Centralized Suppliers Database with submission of registration summary
• Adherence to the pricing schedule, quoting on all required items, and compliance with specifications
• Bid documents must be neatly bound, indexed, and page numbered; loose documents will be disqualified

• Experience in printing, mailing, and stationery supply services
• Ability to handle large-scale document processing and mailing operations
• Knowledge of municipal service requirements and compliance standards
